Tamil Nadu Assembly Set to Move Resolution Seeking Freeze on Lok Sabha Seats at 543

Tamil Nadu Chief Minister C. Joseph Vijay is expected to move a resolution in the State Assembly on Wednesday, August 11, 2026, urging the Union government to permanently maintain the existing strength of the Lok Sabha at 543 and retain the current inter-State distribution of seats. The move comes amid growing concerns among southern States over the proposed delimitation exercise, which is based on population data and could reduce their representation in Parliament.

The resolution follows a meeting convened by Mr. Vijay on August 8, 2026, at Kalaivanar Arangam in Chennai, attended by Members of Parliament from Tamil Nadu. Of the State's 57 MPs — 39 in the Lok Sabha and 18 in the Rajya Sabha — only 19 participated. The meeting concluded with a decision to adopt a formal resolution in the Assembly to protect the rights of Tamil Nadu and other southern States, which have historically implemented population control measures more successfully than the rest of the country.

The proposed resolution is expected to emphasise the need to maintain the current Lok Sabha-Rajya Sabha ratio of 2.2:1. It is also likely to call for the implementation of 33% reservation for women in the 2029 Lok Sabha elections and subsequent Assembly elections without any delay, based on the existing 543 seats.

The delimitation exercise, mandated by the Constitution, aims to redraw the boundaries of parliamentary and Assembly constituencies based on the latest census. However, southern States fear that a reduction in the number of seats will diminish their political influence and bargaining power in Parliament, affecting their share of central funds and policy priorities.

Leaders from Tamil Nadu and other southern States have previously raised objections to the delimitation process, arguing that States with better population control should not be penalised. The issue has also sparked debates about federalism and the balance of power between the Union and States.

Political analysts note that the resolution is largely symbolic, as the final decision on delimitation rests with the Union government and Parliament. However, it serves to build political consensus and put pressure on the Centre to address the concerns of southern States before the next delimitation cycle begins.

The Tamil Nadu government has said that the resolution will be moved after due discussion in the Assembly, reflecting the collective will of the State's legislature. Opposition parties in the State have expressed support for the move, though some have called for a more aggressive stance.

The development is being watched closely by other southern States, including Kerala, Karnataka, and Andhra Pradesh, which have similar concerns. Some of these States have already passed resolutions or made formal representations to the Union government on the matter.

As the debate over delimitation continues, the Tamil Nadu Assembly's resolution is expected to add momentum to the demand for a fair and equitable representation of all States in Parliament, while upholding the constitutional principles of democracy and federalism.
