Tamil Nadu announces universal health insurance for senior citizens aged 70 and above
Tamil Nadu has announced a new health insurance scheme for its elderly population, marking a significant step in the State's geriatric outreach. The 'Chief Minister's Elderly Health Insurance Scheme' will cover nearly 38 lakh senior citizens aged 70 and above, offering free medical treatment at empanelled government and private hospitals with no ceiling on income.
Health Minister K.G. Arunraj made the announcement in the State Assembly on Monday. The scheme includes coverage for cancer care, advanced cardiac surgeries, organ transplants, and high-end diagnostic services, addressing a wide range of medical needs for the ageing population.
The move comes amid a broader demographic shift in India, where the number of senior citizens is steadily increasing. Projections indicate that by 2050, one in five Indians will be over the age of 60. This shift demands a health system oriented towards the evolving needs of older adults, according to health officials.
Highlighting the scale of existing demand, an official from the Health department noted that nearly 6.75 lakh people use government outpatient department services daily, of which approximately 12% are over 60 years old. To meet this growing need, the government is implementing a comprehensive and structured initiative for geriatric care, including the 1,000 Mobile Geriatric Treatment Centres announced earlier.
Officials acknowledged the challenges faced by bedridden and home-based elderly, who require specialised support. They also pointed to the need for mental healthcare services for a subset of the ageing population, indicating a holistic approach beyond just physical health.
The scheme will be integrated with the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), following the Union government's 2024 expansion of the programme to cover all senior citizens aged 70 and above, irrespective of income. Tamil Nadu's existing Chief Minister's Comprehensive Health Insurance Scheme has been integrated with AB-PMJAY since 2018, and the new elderly scheme will follow a similar framework.
With this initiative, Tamil Nadu aims to ensure that no senior citizen is denied access to necessary medical care due to financial constraints. The government's focus on geriatric outreach reflects a proactive approach to addressing the health needs of its ageing population.
