SSB Reserves 50% Constable Seats for Ex-Agniveers, Caste Quota Unchanged

The Sashastra Seema Bal (SSB), the central armed police force guarding India's borders with Nepal and Bhutan, has announced that half of all constable vacancies will now be reserved for former Agniveers. The decision follows a similar notification by the Border Security Force (BSF) and is part of a broader government initiative to integrate Agniveers into the security establishment.

Under the new recruitment rules for Constable (General Duty) posts, notified on Monday, the existing reservation framework for Scheduled Castes, Scheduled Tribes, and Other Backward Classes will continue to apply within the ex-Agniveer quota. This means that caste-based quotas remain intact despite the new category of reservation.

The revised framework outlines a two-phase recruitment process. In the first phase, a designated nodal force will conduct a special recruitment drive to fill the 50% vacancies earmarked for ex-Agniveers. If any of these seats remain unfilled after the first phase, they will be transferred to the second phase and filled through the standard Open Competitive Examination, ensuring no positions are left vacant.

The remaining 50% of vacancies will be filled through direct recruitment, with specific sub-quotas for ex-servicemen (10%), remustered personnel (2.5%), and sportspersons (5%). If suitable candidates are not available in these categories, the vacancies may be filled through deputation, re-employment, or ultimately through direct recruitment.

The SSB is the second central force to implement this policy. The BSF had earlier notified similar reservations. Other forces, including the Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), and Assam Rifles, are yet to announce changes in their recruitment policies.

The first batch of Agniveers will complete their four-year service term by the end of 2026, making them eligible for these reservations. The Agnipath scheme, introduced in 2022, was designed to recruit short-term personnel into the armed forces. The scheme initially faced widespread protests, and during the 2024 Lok Sabha elections, it remained a contentious issue.

In July 2026, Union Minister of State for Home Nityanand Rai informed the Lok Sabha that the government had created the 'Ex-Agniveer' category for recruitment to Constable (General Duty) and Rifleman posts in the Central Armed Police Forces and Assam Rifles. The government has also exempted ex-Agniveers from physical tests and written examinations for these posts.

Earlier, the Union Ministry of Home Affairs had announced that 10% of all vacancies in the central forces would be reserved for Agniveers. The latest notification raises this to 50% for the SSB, reflecting a significant expansion of the policy.

Additionally, the government provided age relaxation of five years for the first batch of Agniveers and three years for subsequent batches in recruitment to the CAPFs. These measures are intended to facilitate the absorption of ex-Agniveers into the paramilitary forces.

The implementation of caste-based reservations within the ex-Agniveer quota has drawn attention because recruitment to the regular Army does not provide such reservations. However, the SSB has clarified that existing rules for SCs, STs, and OBCs will be applicable, ensuring that social justice provisions are not diluted.

The move is expected to affect recruitment patterns in the SSB, which has a significant presence along the Nepal and Bhutan borders. The force plays a crucial role in border management and internal security. As other central forces finalise similar policies, the full impact of the Agniveer integration into the paramilitary setup will become clearer.

Observers note that the policy change aims to provide employment opportunities to ex-Agniveers while maintaining recruitment standards through a structured selection process. The two-phase recruitment mechanism is designed to balance the interests of ex-Agniveers with the need to fill all available posts.
