Russia proposes rail link to India to bypass Bosphorus, Hormuz risks

Russian Deputy Prime Minister Marat Khusnullin has suggested exploring a direct rail link from Moscow to the Indian Ocean, aiming to reduce dependence on maritime routes that pass through the Bosphorus and the Strait of Hormuz. The proposal comes amid ongoing conflicts in West Asia that have stalled the India-Middle East-Europe Economic Corridor (IMEC).

Khusnullin, in an interview with Russian state news agency TASS, said that risks related to the Bosphorus and the Strait of Hormuz might require alternative routes. He mentioned options passing through Turkmenistan, Iran, Afghanistan, and Pakistan. "Any options providing access to India are acceptable," he said.

The Bosphorus is a narrow natural strait in Turkey connecting the Black Sea to the Sea of Marmara. The Strait of Hormuz, between Iran and Oman, is a critical passage for global oil shipments.

Experts note that constructing a rail link spanning two continents and several countries would be a monumental challenge. The proposal lacks a detailed construction plan, cost estimate, or timeline. Analysts point out that for any extension of the rail link into India, New Delhi would need to engage with Pakistan, given that the proposed route would traverse Pakistani territory. The long-standing differences between the two neighbours would require strong guarantees for the safety and security of the railway and cargo.

If such a corridor were eventually developed, it could create a direct overland rail freight route linking Russia with India, offering an alternative to traditional maritime shipping routes. However, the geopolitical and logistical hurdles remain significant.

For context, the longest freight train route currently in operation is the Yiwu-Madrid line, which spans over 13,000 km across eight countries, connecting China with Spain. A Moscow-India rail corridor would be a massive undertaking by comparison.

The IMEC corridor, announced with much fanfare in 2023, has faced delays due to the security situation in West Asia. Russian officials have previously proposed various connectivity projects, including the International North-South Transport Corridor (INSTC), which combines sea and rail routes.

Observers say that while the idea of a direct rail link is strategically appealing to Russia, the practical obstacles are immense. The proposed route passes through some of the most challenging terrains and politically volatile regions in the world. Moreover, the lack of interoperability between different rail gauges and customs regulations would add layers of complexity.

India has not officially responded to the proposal. Analysts suggest that any such project would require extensive diplomatic negotiations, not just between India and Russia, but also with Iran, Pakistan, and Afghanistan. The security situation in Afghanistan remains a major concern.

The statement from Khusnullin reflects broader efforts by Moscow to diversify transport routes in response to Western sanctions and supply chain disruptions. It remains to be seen whether the proposal moves beyond the exploratory stage.
