Rajya Sabha Chairman Regrets Disruptions as Monsoon Session Productivity Dips to 39%
Rajya Sabha Chairperson C.P. Radhakrishnan on Thursday expressed deep concern over the disruptions that repeatedly derailed the business of the House during the Monsoon Session. As he adjourned the House sine die, he urged members to uphold the dignity of the Upper House and discharge their parliamentary responsibilities in the highest traditions of Indian democracy.
The Monsoon Session, which commenced on July 20, saw frequent adjournments and disorder, leading to a productivity of just 39.17%. The Chairman noted that the House managed to pass, consider, or return 12 Bills despite the disruptions.
Reflecting on the session, Mr. Radhakrishnan said, "As the 271st Session of the Rajya Sabha draws to a close, I reflect on its proceedings with deep concern. It is a matter of regret that the Session was marked by persistent disorder and frequent disruptions, which repeatedly derailed the business of the House." He added that the loss of working hours deprived the House of meaningful discussions on matters of national importance.
The Upper House witnessed several disruptions, with Opposition parties protesting on issues such as police action against students demonstrating over the NEET paper leak and the alleged theft of donations at the Ram temple in Ayodhya.
Despite the challenges, Mr. Radhakrishnan acknowledged that the House fulfilled its core legislative duties. "Things would certainly have been different if we had collectively participated, contributed our valuable inputs and engaged in meaningful deliberations," he observed.
The House functioned for only 37 hours and 49 minutes, recording a productivity of 39.17%. During this period, 285 Starred Questions were listed, but only 16 were taken up. Similarly, out of 380 Zero Hour submissions and 380 Special Mentions, only 52 and 93 could be addressed respectively.
The Chairman expressed regret that members did not make full use of opportunities to raise the voice of the people. He emphasized the unique responsibility of the Rajya Sabha as the House of Elders to uphold reasoned debate, dignified dissent, and thoughtful legislation. "Repeated disruptions ultimately affect the trust and aspirations of the people," he said.
He also informed the House about an orientation programme organised for newly elected and nominated members. The two-day programme, attended by 35 members, provided insights into parliamentary practice, procedure, and expected standards of conduct.
Concluding his remarks, Mr. Radhakrishnan expressed hope that the next session would see a renewed resolve to uphold the dignity of the House and strengthen democratic institutions.
