NoRKA Care Plus phase 2: Insurance enrollment for expat Keralites from August 18
The second phase of enrollment for NoRKA Care Plus, a comprehensive health and accident insurance scheme for expatriate Keralites, will be inaugurated by Chief Minister V.D. Satheesan on August 18. The portal for the scheme will also be launched on the occasion.
Addressing a press conference on Tuesday, Rajesh Madhavan, Chief Executive Officer of NoRKA-ROOTS, the field agency of the Department of Non-Resident Keralites Affairs (NoRKA), said that enrollment for the second phase would be open from August 18 to September 18. The scheme, which came into effect on April 15, 2026, will cover the remaining eight months of its policy period — from August 18, 2026, to April 14, 2027 — in this phase. Consequently, there will be some changes in the premium for the insurance coverage, Mr. Madhavan said.
The scheme provides insurance coverage under seven slabs: ₹5 lakh, ₹10 lakh, ₹15 lakh, ₹20 lakh, ₹25 lakh, ₹50 lakh and ₹1 crore. Non-resident Keralites aged between 18 and 70 who hold a valid NoRKA Pravasi ID, Student ID or NRK ID are eligible to enroll. Under policies ranging from ₹10 lakh to ₹1 crore, the policyholder's parents or their spouse's parents, up to the age of 80, can also be included.
Enrollment can be completed through the NoRKA-ROOTS website (www.norkaroots.kerala.gov.in) or through the NoRKA Care Plus mobile applications available on the Apple App Store and Google Play Store. The scheme provides cashless treatment at around 24,000 hospitals across the country, including more than 688 hospitals in Kerala. So far, around 1.62 lakh expatriate families from 138 countries have enrolled in the NoRKA Care and NoRKA Care Plus schemes.
As of July 31, 2026, ₹227 crore had been paid to 31,660 policyholders towards claims. NoRKA Care Plus is entering its second phase of enrollment with a claim settlement rate of 99.38%, said Mr. Madhavan. The scheme is being implemented in collaboration with United India Insurance Company, a leading public sector undertaking.
