Manipur's Electoral Roll Deletions: 1.58 Lakh Names Removed in Third Phase SIR

The Election Commission of India (ECI) launched the third phase of the Special Intensive Revision (SIR) of electoral rolls across 16 States and three Union Territories on May 14, 2026. Manipur, along with Odisha, Mizoram, and Sikkim, completed the enumeration phase first and released the draft SIR rolls on July 5, 2026, as scheduled.

Analysis of the full list of 1,58,677 names deleted from Manipur's rolls during this phase reveals a significant disparity. The 19 Assembly constituencies reserved for Scheduled Tribes, which are predominantly home to the Kuki-Zo and Naga communities, recorded a disproportionately higher number of deletions. This comes amid the ongoing ethnic violence that erupted in Manipur in May 2023.

After releasing the draft rolls, the office of the Chief Electoral Officer (CEO) of Manipur stated that “genuine electors” can still be added back during the ongoing 'Claims and Objections' phase. Voters must submit Form 6 for new enrolment, along with the required declaration form, by August 4, 2026.

The CEO's office has published constituency-wise and booth-wise lists of deleted names on its website. Users can search using their EPIC number or download the list by selecting their booth from among the 3,041 polling stations across 60 constituencies. However, a recent booth rationalisation exercise has reorganised many polling stations, potentially complicating searches.

To assist voters and civil society in verifying eligibility, a searchable and downloadable database of all deletions is now available. Users can select an Assembly constituency grouped by district, then search by EPIC number, voter name, relative's name, or polling station. Results can also be filtered by the recorded reason for deletion. The full list for each constituency can be downloaded in CSV format.
