Maharashtra FDA Warns Against Skin-Lightening Creams Containing Mercury, Lead

The Maharashtra Food and Drug Administration (FDA) has flagged five cosmetic products for containing mercury and lead beyond permissible limits and has launched a criminal investigation into their manufacture and sale. The regulator warned consumers against the use of these products after laboratory analysis confirmed the presence of excessive heavy metals.

The products identified include Goree Beauty Cream, Goree Beauty Whitening Body Lotion, Goree Whitening Soap, Face Fresh Gold Plus (Beauty Cream and Beauty Serum), and Golden Star Beauty Cream. According to the FDA, these products did not mention mandatory particulars such as manufacturing and expiry dates. They are widely available through informal retail channels and online platforms, with prices ranging from Rs 30 for soaps to Rs 160 to Rs 499 for creams and lotions.

Heavy metals, particularly mercury, have historically been used in some skin-lightening creams because they suppress melanin, the pigment responsible for skin colour, producing a lighter complexion. Dr Tushar Palve, medical superintendent of Cama and Albless Hospital, Mumbai, explained, “Mercury is added illegally because it blocks melanin production and gives a quick fairness effect, often within 10 to 15 days.” While such use is banned or tightly regulated in many countries due to serious health risks, these products continue to surface in unregulated markets.

The permissible mercury limit in cosmetics is one part per million (ppm). Laboratory analysis of the seized products found mercury concentrations 18 to 20 times higher than this limit, raising serious concerns about long-term exposure. Mercury can be absorbed through the skin and accumulate in the body, particularly in the kidneys and nervous system, increasing the risk of kidney damage or kidney failure, neurological disorders, tremors, memory impairment, and skin problems. Lead exposure also has harmful effects on multiple organs.

Doctors note that the kidneys are among the organs most vulnerable to mercury toxicity because they filter waste from the bloodstream. Mercury accumulates in kidney tissue, gradually damaging its filtering units. Early kidney disease often produces few symptoms, making the problem particularly dangerous. “If the mercury content is extremely high, kidney damage may begin within 10 to 12 days,” said a senior FDA official.

The FDA action comes amid a persistent demand for skin-lightening products in India, driven by a long-standing cultural preference for fair skin. Advertisements have shifted from the language of “fairness” to terms like “glow,” “brightening,” and “radiance,” without altering the underlying appeal of a lighter complexion. This demand fuels unscrupulous manufacturers who use unsafe amounts of heavy metals to achieve rapid results.
