Keyi Panyor: The Arunachal district leading India's 'bio-happy' experiment

GUWAHATI — A young district in Arunachal Pradesh is drawing international attention for an experiment that combines scientific research, indigenous wisdom, and community-led conservation to create what its proponents call a 'bio-happy' model.

Keyi Panyor, one of India's newest districts, is being developed as the country's first 'bio-happy district', local legislator Toko Tatung said on Tuesday at the Global Conscious Food Systems Summit in Bhutan. The summit, hosted by the Royal Government of Bhutan, the Conscious Food Systems Alliance, and the United Nations Development Programme, gathered leaders, scientists, indigenous representatives, and development practitioners from around the world.

Speaking as a representative of the Nyishi community, Mr. Tatung explained that the bio-happiness model draws on the vision of the late M.S. Swaminathan, a global leader of the Green Revolution, and is rooted in the knowledge of farmers, scientists, universities, and community elders.

“The future has to be built when these forms of knowledge sit at the same table,” he said.

Mr. Tatung emphasised that food systems are deeply intertwined with ecological and social well-being. “Food begins with soil. It needs water. It depends upon forests and biodiversity. It carries the knowledge of our ancestors. It determines the nutrition of our children. It creates livelihoods. It carries our culture,” he said, linking indigenous ecological knowledge to broader questions of food security and climate justice.

He also highlighted the disproportionate impact of climate change on communities that contribute the least to global emissions. “When a flood enters a village, climate change is no longer an international negotiation. It is somebody's field, somebody's house, somebody's livestock, somebody's stored seed, somebody's entire year of work,” Mr. Tatung said.

The bio-happy model is being implemented through the Keyi Panyor Mission Plan 2040, developed in collaboration with the M.S. Swaminathan Research Foundation and other partners. The initiative links biodiversity conservation with nutrition, livelihoods, and human well-being, with a focus on ensuring that conservation efforts also produce tangible benefits for local communities.

“Conservation must also produce dignity. Agro-ecology must also produce livelihoods. Local food must also produce good nutrition. Forests must remain standing, but communities who protect those forests must also prosper,” Mr. Tatung said.

Keyi Panyor was carved out of Lower Subansiri district in 2024 and is home to a predominantly Nyishi population that relies on shifting cultivation, wet-rice farming, and forest produce. The district's mountainous terrain and rich biodiversity make it a suitable site for a model that seeks to reconcile development with ecological preservation.

Among those present at the summit were United Nations Secretary-General Ban Ki-moon, Bhutan's Prime Minister Tshering Tobgay, Sri Lanka's Prime Minister Harini Amarasuriya, and former Ireland President Mary Robinson. The keynote sessions explored how food systems can be transformed to address climate change, biodiversity loss, and malnutrition while respecting cultural identities.

The Keyi Panyor initiative, still in its early stages, represents an attempt to shift away from purely production-oriented agriculture towards a holistic approach that factors in health, ecology, and social equity. Whether it can serve as a replicable model for other regions in India and beyond will depend on sustained community participation and policy support, experts say.
