The Jharkhand High Court on Friday (August 21, 2026) stayed the operation of two government notifications that had cancelled appointments of Child Development Project Officers (CDPOs) and candidates recruited through the Jharkhand Staff Selection Commission-Combined Graduate Level (JSSC-CGL) examination. The interim order provides temporary relief to thousands of candidates affected by the state government's recent decision to scrap multiple recruitment examinations.

The court's intervention came two days after it had stayed notifications cancelling the 11th and 13th Jharkhand Public Service Commission (JPSC) examinations. The latest order covers a separate set of recruitments, signalling the judiciary's scrutiny of the government's blanket approach to alleged irregularities.

Petitioner's counsel Indrajit Sinha confirmed the development to PTI, stating, "The court today stayed operation of the notification cancelling recruitments through JSSC-CGL examination, besides the one cancelling the appointments of CDPOs." The order offers a reprieve to candidates who had successfully cleared these examinations and were either appointed or awaiting posting.

Background: On August 18, amid a 25-day agitation over alleged recruitment irregularities, the JMM-led government in Jharkhand cancelled 22 examinations and ordered a probe into 23 others conducted since 2014. The decision affected thousands of candidates across multiple departments, including the CDPO posts under the Women and Child Development Department and positions filled through the JSSC-CGL examination. The government had cited irregularities such as paper leaks and manipulation of merit lists as grounds for the cancellations.

However, the blanket cancellation drew criticism from several quarters, with petitioners arguing that the government had not provided individualised evidence of malpractice in each examination. They contended that punishing all candidates for the actions of a few violated principles of natural justice and constitutional guarantees of equality before law.

The High Court's dual stay orders suggest that while the court acknowledges the need to address irregularities, it is also concerned about safeguarding the rights of bona fide candidates. The court has asked the state government to respond, and the matter will be heard further in the coming weeks. Legal experts say the final outcome could set a precedent for how states handle mass cancellation of recruitment examinations.

For now, the stay means that appointments and recruitments through the two specific examinations will remain on hold pending the court's final decision. The government's probe into the alleged irregularities will continue, but the status quo on these recruitments is maintained.

Observers note that the Jharkhand government faces a delicate balancing act: ensuring transparency and accountability in public recruitment while not jeopardising the careers of honest candidates. The court's orders reiterate that any remedial action must be lawful, reasoned, and proportionate.

The next hearing is awaited, and all affected candidates, as well as the state administration, are keenly watching the developments. The High Court's approach so far indicates a careful judicial review of executive actions that have far-reaching consequences for public employment in the state.
