Italy suspends Schengen pact with Spain, imposes border checks amid Ceuta migrant influx

Italy has temporarily suspended the Schengen border-free travel arrangement with Spain, citing a mass influx of migrants into the Spanish enclave of Ceuta from neighbouring Morocco. The one-month suspension, announced by the Italian Interior Ministry on Friday, will affect travellers by air or sea between the two countries, who will now be required to show passports.

The ministry said it had also agreed with France to strengthen controls along the Franco-Italian land border to prevent any undocumented migrants from crossing. The decision comes as Spain reported that it had reversed the migrant rush into Ceuta, with most of the more than 50,000 people who crossed the border returning voluntarily.

Ceuta, a Spanish territory on the North African coast, is one of two land borders between the European Union and Africa. The recent surge, driven largely by the relaxation of border controls in Morocco, has drawn attention across Europe and renewed debates on migration policy.

Italian Prime Minister Giorgia Meloni’s right-wing coalition, in power since 2022, has made reducing illegal immigration a central pledge. The government now faces political pressure from a new far-right party led by retired General Roberto Vannacci, whose anti-migrant rhetoric has resonated with some voters. With migration back in the headlines, the suspension is seen as an attempt to project a firm stance on border security.

Critics, however, dismiss the move as largely symbolic. Italy and Spain share no land border, and there is no evidence that the migrants in Ceuta had any intention of travelling to Italy. Piero De Luca, a senior lawmaker with the centre-left Democratic Party, called it “a purely demagogic proposal, as usual designed for domestic consumption and to compete with Vannacci, without solving anything at all.”

The Schengen Area normally allows passport-free travel across 29 European countries. Under its rules, member states can temporarily reintroduce border controls on grounds of national security or public order. The Italian Interior Ministry said border police would carry out “targeted, selective checks” on third-country nationals arriving from Spain to verify they held the necessary documents for travel within the European Union.

The one-month suspension could strain relations between Italy and Spain, though Madrid has not yet made an official response. Analysts note that the practical impact may be limited, as the checks apply mainly to passengers from Spain who are not EU citizens. Still, the measure marks a notable shift in Europe’s approach to internal border controls during a political crisis on its southern fringe.

The Ceuta episode is part of a broader pattern of periodic migration surges at the EU’s external borders, testing the bloc’s commitment to both free movement and humane treatment of asylum seekers. While the Schengen system allows temporary exceptions, repeated suspensions by member states have raised questions about the future of the border-free zone. Italy’s decision now adds to a growing list of cases where domestic political considerations influence the application of EU rules.

As the situation develops, European leaders will be watching whether other countries follow Italy’s example or seek a coordinated response to migration pressures. For now, travellers between Italy and Spain will need to carry passports, and the Italian government has signalled that stronger border enforcement remains a priority.
