ICE plans to equip agents with electric shock gloves for arrests

The US Immigration and Customs Enforcement (ICE) agency may soon provide its officers with gloves capable of delivering electric shocks during law enforcement operations. According to a notice published on Monday by the Department of Homeland Security (DHS), ICE intends to spend up to $20 million (£14.8 million) to acquire the Generated Low Output Voltage Emitter, or GLOVE.

The GLOVE device can deliver up to 380 volts of electricity—roughly three times the voltage of a standard US power outlet. It is activated by pressing a button and can produce up to 30 pulses per second. The gloves also come with built-in microprocessors that record each activation, providing a log of usage. Compliant Technologies LLC, the manufacturer, states on its website that the gloves do not cause injury and are already used by multiple agencies.

However, civil rights organisations, including the American Civil Liberties Union (ACLU), have expressed serious concerns about the use of such devices. Critics argue that electric shock weapons can escalate encounters and pose risks to vulnerable individuals, despite assurances of safety.

In a statement to the BBC, the DHS defended the move, saying, "ICE is constantly assessing the needs of our officers in the field to ensure they have the tools and equipment necessary to safely arrest and remove criminal illegal aliens from our country." The manufacturer, Compliant Technologies LLC, declined to comment on the sale. DHS said a no-bid purchase contract could be published as early as Friday.

Interestingly, the user manual available on the company's website advises against using the gloves on elderly individuals, small children, pregnant women, and the "severely handicapped." It also recommends that an additional officer be present to restrain the subject while the gloves are being used. These guidelines highlight potential limitations and safety considerations for the device.

The proposal comes amid ongoing debates about the use of force by federal law enforcement agencies and the treatment of immigrants in the United States. While ICE maintains that such tools are necessary for officer safety and effective enforcement, civil liberties advocates caution that they could lead to abuse or unnecessary harm. The no-bid nature of the contract has also raised questions about transparency and competitive procurement.

If the purchase proceeds, ICE would join other agencies that have adopted similar devices. However, the controversy underscores the delicate balance between providing officers with adequate tools and respecting the rights and dignity of all individuals, regardless of immigration status. As the proposal moves forward, it is likely to remain under scrutiny from both supporters and detractors.
