FM Sitharaman: Tax Officers Must Distinguish Honest Taxpayers from Evaders, Allow Error Correction

Finance Minister Nirmala Sitharaman on Friday called on tax officials to adopt a balanced approach, urging them to treat honest taxpayers with respect while cracking down on deliberate evaders. Speaking at the 167th Income Tax Day, she emphasised that honest taxpayers should be given the opportunity to correct genuine mistakes, while those engaging in intentional tax evasion should face firm consequences.

Sitharaman outlined a five-point approach for tax officers: recognise, respond, redress, reflect, and reform. She stressed the need to promptly recognise taxpayer concerns, respond with clarity and empathy, redress grievances fairly, reflect on root causes to improve systems, and continuously reform processes to reduce recurring issues.

The finance minister also highlighted the importance of shifting from litigation management to litigation prevention. She proposed three pillars—clarity in taxpayer obligations through simple circulars, consistency in interpretation across jurisdictions, and continuous institutional learning from appellate orders—to achieve this goal. Despite progress in reducing pending appeals by over 34,000 cases, she noted that 5.4 lakh appeals remain, calling for further efforts to bring down the number.

Sitharaman warned against treating honest taxpayers and evaders alike, stating that tax officials must exercise their authority with humility. She reminded them that a taxpayer is a partner in India's growth and deserves respect. On the e-filing portal, she said it has been strengthened to handle over 1.6 crore daily interactions, with more than 3.2 crore returns filed as of July 21.
