DMK revamps organisation: age cap 70 for district secretaries, 45 for local units

The Dravida Munnetra Kazhagam (DMK) has announced a sweeping reorganisation of its party structure at all levels, with an explicit focus on promoting younger leadership. The changes, announced on Saturday (August 22, 2026), are based on the recommendations of a committee appointed by party president M.K. Stalin.

In a resolution adopted at the party’s high-level executive committee meeting chaired by Mr. Stalin, the DMK fixed a maximum age limit of 70 years for district unit secretaries and capped their tenure at three terms. The move is seen as an attempt to infuse new blood into the party’s middle rung and ensure regular rotation of leadership.

The party also decided to increase the number of district units from the current 77 to 110. Under the new arrangement, each district unit will comprise two Assembly constituencies within a revenue district. If a leftover constituency remains after such grouping, it will be merged appropriately with another district unit within the same revenue district. The party president will identify the specific Assembly constituencies that will constitute the revamped district units.

The resolution clarified that with the increase in district units, the post of city unit secretary will no longer be required. This aligns with the party’s aim to create a more granular and responsive organisational network.

Emphasising that local units form the primary roots of the party, the DMK has decided to bring younger faces to the fore by fixing the maximum age for unit secretaries at 45 years. These secretaries will be allowed to hold the post for only two terms. This change is expected to affect thousands of local party units across Tamil Nadu and is aimed at energising grassroots-level functioning.

In a novel move, the party also announced the creation of a new organisational structure in municipal corporations. Secretaries of these civic body units will have an age ceiling of 45 years and a maximum tenure of two terms. Such units will be established in Chennai, Coimbatore, Madurai, Tiruchi and Salem to begin with, and in other municipal corporations as per need.

The revamp is part of a broader exercise undertaken by the DMK under the leadership of Mr. Stalin to modernise the party’s internal democracy. Political observers note that the changes are designed to balance experience with youth, and to prepare the party for future electoral challenges. The age caps are particularly significant as they will necessitate the replacement of many long-serving district secretaries, potentially altering the power dynamics within the party.

The DMK, one of the major Dravidian parties in Tamil Nadu, has a history of periodic organisational restructuring to adapt to changing political contexts. This latest move has been met with a mix of approval and debate among party cadres. Supporters argue that the reforms will make the party more vibrant and inclusive, while some long-time functionaries may face the prospect of stepping down due to the new age and tenure limits.

The resolutions were adopted unanimously at the executive committee meeting, and the leadership has called upon all members to implement the changes in the spirit of strengthening the party. Further details regarding the formation of new district units and the transition process are expected to be announced in the coming weeks.

The DMK’s organisational revamp comes at a time when the party is gearing up for several local body elections and subsequent parliamentary contests. By lowering the age bar for key positions, the party aims to harness the energy of younger workers and build a leadership pipeline for the future.
