DMHO suspended for lapses in Madanapalle kidney racket investigation
The Andhra Pradesh government has suspended Annamayya District Medical and Health Officer (DMHO) Dr K. Lakshminarasaiah for alleged lapses in the investigation into the Madanapalle kidney racket case. The suspension order was issued on Friday by G. Veerapandian, Principal Secretary of the Medical, Health and Family Welfare department.
According to the order, the DMHO's report on the case claimed there was insufficient evidence against the accused, a conclusion that the government said did not reflect the facts on the ground. The officer was also found to have failed to bring the complete details of the case to the notice of the High Court, which is monitoring the investigation. The order noted that the DMHO limited his action to cancelling the licence of Global Multi-speciality Hospital in Madanapalle, where the illegal kidney removal allegedly took place, instead of taking further administrative steps.
The government has ordered a departmental inquiry against the suspended officer to examine the lapses and determine if any disciplinary action is warranted. Officials clarified that the suspension is an administrative measure and does not constitute a finding of guilt.
The kidney racket surfaced in November 2025 following the death of Yamuna, a 29-year-old woman from Visakhapatnam. She allegedly underwent an illegal kidney removal procedure at the hospital and died on November 10, 2025, after her condition worsened. Police began probing the case after an intermediary named Suribabu approached them, claiming he had not been paid the ₹6 lakh he was allegedly promised for facilitating the illegal organ trade.
The case has raised serious questions about medical oversight in private hospitals and the enforcement of laws governing organ transplantation. The Transplantation of Human Organs and Tissues Act, 1994, prohibits commercial dealings in organs, and violations can lead to imprisonment and fines. Despite such provisions, illegal organ trade continues to be reported in various parts of the country, often in smaller private facilities where checks are less stringent.
The Madanapalle kidney racket investigation is being closely monitored by the High Court, which has sought regular updates from the police and health authorities. The family of the deceased has demanded a thorough investigation and prosecution of all those involved. Authorities have not yet released specific details about arrests or the number of accused in the case.
The suspension of a senior health official is being seen as a step towards ensuring accountability in the healthcare administration. Medical experts emphasise the need for stronger inspection protocols, mandatory reporting of transplant procedures, and swift action against institutions that flout regulations. They also point out that district health officers have a crucial responsibility to supervise medical establishments and must act decisively when violations come to light.
The departmental inquiry against Dr Lakshminarasaiah will examine the accuracy of his report and the adequacy of the steps he took. Further details are expected as the investigation progresses, and the High Court continues to oversee the case.
