Delhi High Court Suspends Second District Judge in a Week for Disciplinary Proceedings

The Delhi High Court has suspended another district judge within a span of a week, initiating disciplinary proceedings against her. Judge Veena Rani, posted at the Saket district court, was placed under immediate suspension on July 15, following a similar order against Judge Vinay Singhal on July 10.

Both orders were issued by the High Court on its administrative side through its Registrar General, Arun Bhardwaj. The orders state that disciplinary proceedings are contemplated against the two judges, who are officers of the Delhi Higher Judicial Service (DHJS).

The order suspending Judge Rani reads: “Whereas a disciplinary proceeding against Ms. Veena Rani, an officer of Delhi Higher Judicial Service is contemplated. Now, therefore, this Court in exercise of the powers conferred by clause (a) of sub-rule (1) of Rule 3 of the All India Services (Discipline and Appeal) Rules, 1969 read with Rule 27 of Delhi Higher Judicial Service Rules, 1970, hereby places the said Ms. Veena Rani under suspension with immediate effect.”

While the specific reasons for the disciplinary proceedings have not been disclosed publicly, such actions are typically taken when allegations of misconduct or dereliction of duty arise. The High Court’s move underscores its commitment to maintaining accountability and discipline within the judiciary.

Legal experts note that suspension pending disciplinary proceedings is a standard procedure to ensure a fair inquiry without the officer influencing the process. The suspensions are precautionary and do not amount to a final determination of guilt.
