Delhi HC Orders Live Demo of Hospital Management System, ICU App

The Delhi High Court has directed the Delhi government to provide a live demonstration of its digital hospital management system and the daily 'ICU Beds Saarthi' mobile application.

A Bench of Justice Prathiba M. Singh and Justice Manmeet Pritam Singh Arora passed the directions on June 30 while hearing a batch of public interest petitions concerning healthcare infrastructure and the availability of intensive care facilities in the national capital.

The court gave the direction after the Delhi government's Deputy Secretary (Health and Family Welfare), in an affidavit, submitted that the NextGen e-Hospital Management Information System (HMIS) has been implemented in 38 hospitals in Delhi.

The system integrates 14 digital modules, including outpatient and inpatient services, the medical records department (MRD), laboratory information system (LIS), radiology information system (RIS), and online registration system (ORS), along with other essential hospital management modules facilitating comprehensive digital healthcare administration.

The affidavit also stated that real-time information on emergency ICU bed availability is accessible through the 'ICU Beds Saarthi' mobile application, which is available on the Google Play Store. However, the application is also stated to be under an upgradation process, the court was told.

The court also expressed concern over issues flagged by the amicus curiae, Ashok Agarwal, regarding the Delhi State Cancer Institute. According to Mr. Agarwal, several pieces of medical equipment are lying unused at the Delhi State Cancer Institute, resulting in prolonged delays in treatment, primarily due to a shortage of trained personnel to operate them.

The court directed the Delhi government to examine the issue and come up with a response on the next date of hearing on Friday.
