Congress whip: All MPs must be present Aug 10-12 as 'very important' issues loom

New Delhi, August 7: The Congress party on Friday issued a three-line whip to its Members of Parliament in both the Rajya Sabha and the Lok Sabha, directing them to remain present in their respective Houses on August 10, 11 and 12. The party said that “very important” issues are scheduled for discussion on these days.

The whip has been issued amid growing speculation that the contentious Foreign Contribution (Regulation) Amendment (FCRA) Bill and a Constitution Amendment Bill related to delimitation may be taken up for consideration and passage in Parliament next week. However, the tentative business announced by the Union Minister of State for Parliamentary Affairs for the coming week did not mention either of these bills.

The Congress has also communicated to all allies in the INDIA bloc to ensure that their MPs are present in Parliament on the three days, according to sources familiar with the matter. This coordinated move reflects the opposition's anticipation of key legislative business that could have significant political and constitutional implications.

In the Rajya Sabha, the Chief Whip of the Congress, Jairam Ramesh, issued the directive in a message to party members. “Very important issues will be taken up for discussion in the Rajya Sabha on Monday, Tuesday & Wednesday i.e. 10th, 11th and 12th August, 2026,” he said. “All Members of Congress Party in the Rajya Sabha are requested to kindly remain present in the House from 11:00 a.m. onwards till the adjournment of the House on Monday, Tuesday & Wednesday i.e. 10th, 11th & 12th August, 2026 without fail and support the party stand. This may be treated as most important.”

An identical whip has been issued to Congress members in the Lok Sabha, ensuring uniform attendance across both Houses of Parliament.

The FCRA amendment bill, if brought, is expected to propose changes to the existing law governing foreign funding of non-governmental organisations and other entities. The delimitation bill, on the other hand, relates to the redrawing of constituencies based on population data, a process that has been politically sensitive in several regions of the country. Both issues have seen divergent views among political parties, with concerns raised by several opposition groups.

The absence of these bills from the government's tentative list does not rule out their introduction, as parliamentary business can be amended with prior notice. Opposition parties have been pressing the government to clarify its legislative agenda for the remaining days of the monsoon session.

The Congress's decision to issue a whip and coordinate with allies indicates a strategy to ensure maximum opposition presence and a unified stance when these matters are taken up. The party has consistently argued that any legislative changes on such substantive issues must be brought only after thorough consultation with stakeholders and parliamentary scrutiny.

Political observers noted that the opposition's alertness comes against the backdrop of previous instances where significant bills were passed without extensive debate. By mobilising its members, the Congress aims to force a detailed discussion on the proposed measures, whether they are formally listed or introduced through supplementary announcements.

Parliament will reconvene on Monday, August 10, with the monsoon session scheduled to continue for several more days. The Congress's whip signals that the upcoming week is likely to witness intense parliamentary activity, with the opposition seeking to challenge the government's legislative agenda on multiple fronts.
