Bihar Cabinet Clears PPP for 16 Medical Colleges, Sports Centre, Special Courts

The Bihar Cabinet on Wednesday (August 5, 2026) approved the operation of 16 medical colleges and hospitals under the Public-Private Partnership (PPP) model. The decision is aimed at expanding access to quality healthcare and medical education across the state. The PPP framework involves collaboration between the government and private entities to manage public facilities, combining public welfare objectives with private sector efficiency.

In a post-cabinet briefing, Additional Chief Secretary of the Cabinet Secretariat Department, Arvind Kumar Chaudhary, said the government has appointed PricewaterhouseCoopers (PwC), a multinational professional services network headquartered in London, as the Transaction Advisor for the initiative. The cabinet approved a Letter of Agreement to PwC and sanctioned ₹8.27 crore for the purpose.

Of the 16 institutions, four medical colleges and hospitals — at Pawapuri and Rahui in Nalanda district, Madhepura, and Purnea — are currently operational. The remaining 12 are under construction in Samastipur, Saran, Madhubani, Vaishali, Bhojpur, Buxar, Siwan, Begusarai, Sitamarhi, Jamui, Munger, and Supaul. The government said this initiative will further strengthen modern healthcare facilities in the state and provide better medical education and healthcare services.

The cabinet meeting, chaired by Chief Minister Samrat Choudhary, took 17 decisions in total. Among them were several significant non-health related approvals.

The cabinet approved the establishment of a Sports Science Centre (High Performance Sports Training and Injury Centre) at the Rajgir Campus of the State Sports Academy. The approval covers the establishment, operation, maintenance, human resources, and arrangement of state-of-the-art equipment for the centre. Mr. Chaudhary said the decision is an important step towards providing world-class sports resources and training facilities to athletes in Bihar.

In another decision, the cabinet sanctioned ₹6.12 crore for the successful organisation of the “Har Ghar Tiranga” campaign in 2026. The campaign aims to reach every individual with sentiments of patriotism, national unity, and respect for the Tricolour, while ensuring widespread participation of citizens.

The cabinet also approved the transfer of five acres of land located at Piprakothi in East Champaran district to the Ministry of Education, Government of India, for setting up a Kendriya Vidyalaya. The land is being transferred with an option to renew the lease for 30 years.

In a separate decision, 43.98 acres of land located at Rajauli in Nawada district were transferred to the Bihar Industrial Security Force (BISF) free of cost. This transfer is intended to support the establishment of the BISF.

Regarding the judiciary, the cabinet gave its approval for the creation of a total of 171 non-gazetted posts in district and additional sessions judge courts. These posts will facilitate the establishment of 19 additional exclusive special courts for the expeditious disposal of pending cases under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. The courts will be set up in West Champaran (Bettiah), Madhubani, Bhojpur (Ara), Siwan, Araria, Supaul, Khagaria, Jehanabad, Buxar, Jamui, Kaimur (Bhabhua), Katihar, Sitamarhi, Munger, Madhepura, Banka, Sheikhpura, Aurangabad, and Lakhisarai.

Additionally, the cabinet approved the creation of 27 non-gazetted posts in district and additional sessions judge courts for establishing three additional exclusive courts at Purnea, Bhagalpur, and Gaya Ji. These courts are meant for the speedy disposal of pending cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

The cabinet also granted administrative approval of ₹102.22 crore for the Jamalpur Water Supply Project and ₹177.72 crore for the Munger Water Supply Project under the Centre-sponsored Atal Mission for Rejuvenation and Urban Transformation (AMRUT 2.0). These schemes are expected to ensure clean and regular drinking water supply in the two towns.

All these decisions were taken at the Cabinet meeting chaired by Chief Minister Samrat Choudhary on Wednesday. The state government has presented this package of approvals as a comprehensive effort to improve public services in health, sports, education, security, justice, and urban infrastructure.
