Bihar Cabinet Approves Teacher Transfer Rules, Affecting Over 5.5 Lakh Educators
The Bihar cabinet, chaired by Chief Minister Samrat Choudhary, on Wednesday (June 24, 2026) approved the Bihar State Teacher Transfer, Rules 2026. The new regulations will govern the transfer of teachers, head teachers, and principals across government primary, middle, secondary, and higher secondary schools in the state, affecting more than 5.5 lakh educators.
Cabinet Secretariat Department's Additional Chief Secretary (ACS) Arvind Kumar Chaudhary informed reporters that once the rules are officially notified, transfers will be conducted through a portal-based and rule-governed system. On humanitarian grounds—such as health issues, disability, spouse posting, family circumstances, and other genuine personal difficulties—women teachers may be transferred from their home panchayat to a nearby panchayat within the same block. Male teachers may be transferred to a nearby block within the same district, excluding their home block. Additionally, teachers may be posted to schools facing shortages of teaching staff, aiming to improve the teacher-student ratio.
The cabinet also approved the constitution of a Judicial Inquiry Commission headed by Justice (retired) Vinod Kumar Sinha of the Patna High Court to probe the Bharat Bhushan Tiwari encounter case that occurred on June 17, 2026, in Bhojpur district.
In higher education, the cabinet gave its nod to the establishment of five private universities: Shanza University in Madhubani, V.V. Giri University in Siwan, S.A. University in Nawada, Himalaya University in Patna, and Seetyog University in Aurangabad. This move is expected to improve the Gross Enrolment Ratio (GER) in the state.
For urban development, the cabinet approved a Memorandum of Understanding (MoU) with the Housing and Urban Development Corporation (HUDCO) Limited for a long-term loan of ₹1,00,000 crore to develop greenfield satellite townships. It also approved the selection of Dehri in Rohtas district as the 12th greenfield satellite township.
Regarding heritage, the cabinet approved an MoU between the Archaeological Survey of India (ASI) and the Bihar Directorate of Archaeology for the restoration and maintenance of nationally important archaeological sites. Bihar becomes the third state to sign such an MoU with ASI.
Other decisions include the constitution of the Bihar State Rural Employment Guarantee Council to advise on the VB G RAM G scheme, and an administrative sanction of ₹47.76 crore for independent third-party bridge safety audits.
