Bihar assembly turnout higher than US, UK, France: CEC credits SIR

The Chief Election Commissioner (CEC), Gyanesh Kumar, has said that the voter turnout in the recent Bihar assembly elections was higher than the turnout recorded in the last general elections in the United States, the United Kingdom, and France. He attributed this achievement to the Election Commission's use of the Single Information Repository (SIR), a digital initiative aimed at improving the accuracy and reliability of electoral rolls.

Speaking at a recent event on electoral reforms in New Delhi, Kumar said Bihar's performance reflected the sustained efforts of election officials and the effectiveness of the SIR platform. He explained that the repository helps in the systematic updation of voter lists, ensuring that eligible voters are not omitted and ineligible entries are removed.

The SIR is a web-based system that collates data from multiple government sources, including Aadhaar, the Registrar of Births and Deaths, and the National Population Register. This enables electoral officers to identify duplicate, shifted, or deceased voters and update the rolls in a timely manner. The Commission had pilot-tested the SIR in Bihar, which went to the polls earlier this year.

According to the Election Commission, Bihar recorded an increase in voter participation compared with previous assembly elections. The CEC highlighted that the turnout surpassed the figures of several established democracies — the United States saw a turnout of about 66 percent in its 2020 presidential election, the United Kingdom around 60 percent in its 2024 general election, and France about 67 percent in its 2024 legislative elections.

Kumar did not disclose the exact turnout figure for Bihar during his address, but emphasised that the trend shows citizens are willing to vote when they believe the process is credible and their votes matter. He stressed the Commission's focus on using technology, reducing voter apathy, and enhancing the convenience of polling booths.

The CEC also spoke about the utility of the cVIGIL mobile application and other digital tools in making the electoral process more transparent and participatory. He said the Election Commission is working towards creating a more inclusive and error-free electoral system across the country.

Political analysts note that while technology has improved electoral roll management, sustained civic education and outreach remain equally important. Some experts have also questioned whether it is appropriate to compare India's assembly election turnout with national elections in other countries, given the differences in political systems, voting cultures, and legal frameworks. The Election Commission, however, has maintained that such comparisons are intended to showcase the strength and fairness of India's electoral democracy.

The Bihar assembly elections were conducted in multiple phases, and the results were announced shortly after. The state has a multiparty political landscape, and the election was closely watched as an indicator of broader political trends in the country. The high turnout, according to the CEC, is a positive sign for democracy and reflects growing public trust in the electoral machinery.

The reference to SIR comes at a time when the Election Commission is seeking to modernise its processes and address concerns over electoral transparency. The platform has been developed in-house and is being gradually adopted in other states. Earlier, the Commission had said that the repository would help eliminate manual processing of voter applications and enable real-time updates.

With the SIR now set to be expanded beyond Bihar, the Commission hopes to replicate this success across India. Kumar said the project would be implemented in a phased manner, with a focus on ensuring that electoral rolls are accurate and that every eligible citizen is able to cast their vote without any procedural difficulty.
