6.4% Voter Names Deleted in Draft Rolls of 5 States Under Electoral Revision

Nearly 24 lakh names have been removed from the draft voter lists of Odisha, Manipur, Mizoram, Sikkim, and Dadra and Nagar Haveli and Daman and Diu, as part of the third phase of the special intensive revision (SIR) of electoral rolls. The draft lists were published on Saturday, July 11, 2026.

Before the SIR began, these four states and one Union Territory had a total of 3.72 crore electors. Of these, 6.39% — or 23,82,014 names — have been deleted in the draft rolls.

Dadra and Nagar Haveli and Daman and Diu recorded the highest deletion rate at nearly 30%, while Mizoram had the lowest at 5.2%. In absolute numbers, Odisha saw the largest deletion with 20.12 lakh names removed.

Voters have one month to submit claims and objections for inclusion or deletion of names from the draft list. The final electoral rolls for these five states/UT will be published on September 11.

Untraceable voters

In Dadra and Nagar Haveli and Daman and Diu, which had 4.28 lakh electors before the SIR began, 1.26 lakh names are missing from the draft rolls after the enumeration phase. The bulk of these deletions — 96,199, or 22.5% of the electoral roll — occurred because booth level officers could not trace the voters or the voters remained absent and did not file enumeration forms. Another 19,971 deletions (4.62%) were due to voters permanently shifting away from the UT, 7,267 deletions (1.7%) were attributed to deaths, 2,551 (0.06%) were because of multiple enrollments, and 1,106 (0.26%) were due to other reasons, according to Election Commission of India (ECI) data.

Migration, death, and duplication

Odisha, the largest of these five states/UT, has a deletion rate of 6%. The state had 3.33 crore voters pre-SIR, but the draft list includes only 3.13 crore voters, with around 20.12 lakh names deleted. Of these, 10.07 lakh names were removed due to permanent shifting, 8.32 lakh due to death, and around 1.58 lakh due to multiple enrollments.

In Manipur, which has been affected by violence in recent years, 7.5% of voter names were deleted. Out of 20.93 lakh names, 1.58 lakh were removed. Among these, 43,000 were found dead, 1.08 lakh were deleted due to permanent shifting, and 7,394 due to multiple enrollments.

Among the five states/UT, Mizoram had the lowest proportion of deletions at 5.2%. The draft list saw 46,162 deletions, with 8.28 lakh of 8.75 lakh names retained. Of the deletions, 21,295 were deaths, 22,311 had shifted out, and 2,248 had multiple enrollments.

The ECI did not provide detailed data for deletions in Sikkim. This third phase of the SIR is being conducted in 16 states and 3 Union Territories in a staggered manner.
