UP and Japan's Yamanashi Sign Four MoUs, Announce ₹600-Crore Fund for MSMEs

The Uttar Pradesh government and Japan's Yamanashi prefecture on Friday (August 21, 2026) signed four Memorandums of Understanding (MoUs) covering skills development, technical training, tourism, and Japanese Global Capability Centres (GCCs). The agreements were announced at the Japan–India Business Networking Event in Lucknow, where Chief Minister Yogi Adityanath also unveiled a dedicated Yamanashi Desk at Invest U.P. and a ₹600-crore fund from Yamanashi to support the state's micro, small, and medium enterprises (MSMEs).

Yamanashi Governor Kotaro Nagasaki, Japanese business leaders, and senior Uttar Pradesh ministers and officials attended the event at Indira Gandhi Pratishthan. The MoUs are seen as a step towards deepening bilateral economic ties, with a focus on creating structured, long-term cooperation rather than isolated investment discussions.

Mr. Adityanath said the partnership must move beyond dialogue to implementation. He highlighted that the ₹600-crore fund would directly benefit MSMEs, which are considered a vital engine of employment and growth in Uttar Pradesh. The dedicated Yamanashi Desk at Invest U.P. would serve as a single point of contact for investors and businesses from the prefecture, helping to address queries and streamline project approvals.

“Japan is not only an important investment partner for Uttar Pradesh; it is a long-term partner in our development journey. We want this relationship to become more structured and outcome-driven,” Mr. Adityanath said. He added that regular coordination with the Japan External Trade Organisation (JETRO) and the Japan International Cooperation Agency (JICA) would help identify new opportunities, resolve investor concerns, and accelerate project execution.

The Chief Minister also pointed to the state's improving connectivity, industrial infrastructure, skilled workforce, and investor-friendly policies. He said Uttar Pradesh offers the scale and demographic advantage that Japanese companies need, while Japan brings technology, skills, and global experience that can accelerate the state's growth. The objective, he said, is to build a partnership that generates investment, employment, and lasting institutional linkages.

The four MoUs are expected to facilitate knowledge exchange in skills and technical training, which aligns with Uttar Pradesh's focus on creating a future-ready workforce. The tourism component aims to promote cultural and economic exchanges between the two regions. The agreement on Japanese GCCs, which are offshore centres providing services to global enterprises, could open new avenues for high-value employment in the state.

The event reflects a broader trend of growing Japanese interest in Uttar Pradesh. Over the years, the state has attracted significant foreign direct investment, and the government has been keen to showcase its infrastructure upgrades, including expressways, industrial corridors, and power sector reforms. The Yamanashi partnership, in particular, is seen as a model of sub-national cooperation, where a Japanese prefecture works directly with an Indian state.

Officials said the Yamanashi Desk will function as a bridge for Japanese businesses, providing information on land, regulations, and incentives. The ₹600-crore fund is expected to be disbursed in phases, with a focus on modernising MSMEs, improving their access to advanced technology, and enhancing their global competitiveness.

The announcements come at a time when global supply chains are undergoing reconfiguration, and India is emerging as a preferred investment destination. Uttar Pradesh, with its large market and young population, is positioning itself as a key partner for countries like Japan. The MoUs are expected to pave the way for more concrete projects in the coming months.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
