Trai's Draft Norms for Network Slicing Could Enable Differential Tariffs for 5G Services
New Delhi: The Telecom Regulatory Authority of India (Trai) has released draft service quality norms for network slicing, a technology that allows telecom operators to create multiple virtual networks over a single physical 5G infrastructure. The move, if cleared, would permit operators to charge differently for different services, such as 4G and 5G, which are currently billed at the same rates.
Network slicing is a key feature of fifth-generation (5G) networks. It enables a telecom operator to partition its core network into several independent virtual networks, or 'slices', each customised for a specific type of service. For instance, one slice may be optimised for high-speed broadband, another for low-latency applications like autonomous driving, and yet another for massive machine-to-machine communication in smart cities. Each slice can have its own quality-of-service parameters, including data speed, latency, and reliability.
The draft norms, which were published on Wednesday, propose minimum quality benchmarks for each network slice. These benchmarks are intended to ensure that customers receive the promised service quality, even when multiple slices share the same physical infrastructure. According to the draft, operators would be required to define the service parameters for each slice and ensure compliance with them.
A significant consequence of these norms is the potential for differentiated pricing. Currently, telecom operators charge a uniform rate for data services across 4G and 5G. If the draft is finalised, operators would be able to levy different tariffs for different slices, depending on the quality of service offered. For example, a premium slice with ultra-reliable low-latency communication could be priced higher than a standard broadband slice. This would allow operators to monetise investments in 5G infrastructure more effectively.
For consumers, this could mean a wider range of plans tailored to specific needs, such as gaming, video streaming, or IoT applications. However, experts caution that differential pricing may also lead to concerns about digital divide and affordability. The regulator's norms will need to strike a balance between encouraging innovation and protecting consumer interests.
Trai has invited comments from stakeholders, including telecom operators, equipment vendors, and the general public. The consultation paper also seeks feedback on issues such as the methodology for measuring quality of service in a slicing environment, whether different minimum parameters are needed for different categories of slices, and the obligations of operators in case of non-compliance.
The introduction of 5G services in India in October 2022 has accelerated the need for a robust regulatory framework for network slicing. While operators have begun deploying the technology, the absence of specific quality norms has left ambiguity over performance standards and pricing flexibility. The draft aims to fill this gap.
Industry reactions have been mixed. Some operators have welcomed the move as a step towards enabling service differentiation and driving 5G adoption. Others have expressed concerns that rigid quality benchmarks could increase operational costs, especially in rural areas where network coverage remains uneven. The final norms are expected after the consultation process concludes.
Trai's initiative is part of a broader effort to modernise telecom regulations in line with emerging technologies. Earlier this year, the authority had issued recommendations on spectrum assignment for 5G and on the use of satellite communication. The network slicing norms are seen as another pillar of India's digital communications framework.
As the consultation unfolds, one thing is clear: network slicing has the potential to transform how telecom services are sold and consumed in India. Whether it leads to more choice for users or greater complexity in tariffs will depend on the final shape of these norms.
