Tobacco-Mixed Pan Masala, Gutka Ban in Public Interest: Minister Khader

Dakshina Kannada district in-charge Minister U.T. Khader on Saturday defended the Karnataka government's one-year ban on the sale of pan masala and gutka containing tobacco or nicotine, stating that the decision was taken in public interest and would not affect arecanut growers.

Speaking to reporters in Mangaluru, Mr. Khader clarified that the ban applies only to products mixed with tobacco or nicotine. Pan masala and gutka sold without these substances remain legally available. He noted that a similar prohibition was imposed in 2014 during his earlier tenure as Health Minister, and that arecanut prices subsequently rose. The minister said any impact on arecanut prices from the current ban could only be assessed after three months.

The ban, notified by the state government earlier this month, is aimed at curbing the use of smokeless tobacco products, which are known to cause oral cancer and other severe health conditions. Public health experts have long called for stricter regulation of such products, which are widely consumed across Karnataka despite existing laws.

Responding to a statement by Shivamogga MP B.Y. Raghavendra, who alleged that the ban was imposed under pressure from the cigarette industry, Mr. Khader said he would not politicise decisions taken in public interest. He also pointed to public opinion suggesting that those demanding the withdrawal of the ban are farmers who supply arecanut to industries manufacturing harmful sachets containing tobacco or nicotine.

The issue has sparked a debate between health advocates and certain agricultural and business interests. Arecanut farmers, who have faced fluctuating prices in the past, fear that the ban could reduce demand for their produce. However, the government maintains that the measure is necessary to protect public health and does not target legitimate arecanut cultivation.

Karnataka is one of several states that have imposed restrictions on tobacco-mixed pan masala and gutka under the Food Safety and Standards Act, 2006. The act prohibits the use of tobacco and nicotine in any food product. Despite this, such products have continued to be sold in many parts of the state, prompting the need for explicit bans.

Mr. Khader urged the public to support the ban and report any violations. He assured that the government is committed to enforcing the law strictly while ensuring that farmers' interests are protected. He added that if any adverse effects on arecanut prices are observed, the government would review the situation after the three-month assessment period.

The ban has received support from health organisations and citizens who view it as a crucial step towards reducing tobacco consumption. At the same time, it has raised questions about the balance between public health and economic livelihoods. The minister's remarks indicate that the government is open to revisiting the decision if necessary, but for now, the ban remains in force.

As the debate continues, officials have been directed to conduct awareness campaigns about the health risks of tobacco-mixed products and to ensure that only compliant products are sold in the state.
