Tobacco Board doubles interest-free loans, death grants for growers' welfare

The Tobacco Board has substantially enhanced the financial support available to tobacco growers under its Growers' Welfare Scheme. The revised benefits, announced through a circular dated July 22, 2026, cover medical treatment, education, marriage expenses, and repair of barns damaged by natural calamities or fire. The changes, which also include a higher death grant, have been communicated to all Regional Managers and Auction Superintendents in Andhra Pradesh and Karnataka, the primary tobacco-growing states in India.

Under the amended scheme, the death grant for a grower has been doubled from ₹50,000 to ₹1,00,000 in the case of natural death, and from ₹1,00,000 to ₹2,00,000 for accidental death. This increase is expected to provide greater financial security to the families of growers, who often depend on the crop for their livelihood.

The interest-free loan for treatment of major illnesses or accident cases requiring surgery has also been raised from ₹50,000 to ₹1,00,000. Similarly, the loan for marriage of daughters and education of dependent children has been increased to ₹1,00,000 each, from the earlier limit of ₹50,000. The Board has also enhanced the assistance for repair of barns damaged by natural calamity or fire. For partial damage, the loan amount now stands at ₹40,000, up from ₹20,000, while for full or heavy damage, it has been raised from ₹50,000 to ₹1,00,000.

The circular specifies the recovery terms for these interest-free loans. Loans taken for children's education will be repaid in five equal annual instalments of ₹20,000 over five years. For partial barn damage, the recovery will be made in three instalments: ₹10,000 in the first year, ₹10,000 in the second year, and ₹20,000 in the third year. All other loans, including those for marriage, major illness, and heavy damage to barns, will be recovered over three years, with a payment of ₹20,000 in the first year and ₹40,000 in each of the subsequent two years.

In addition to the enhanced benefits, the Tobacco Board has increased the annual fee payable by every registered member from ₹500 to ₹1,325. This revision is likely aimed at strengthening the Board's financial position and ensuring the sustainability of the welfare schemes it administers. Growers and industry stakeholders have generally welcomed the enhancements, noting that they address critical needs such as healthcare and education, which are often neglected in agrarian communities.

The Tobacco Board, established under the Tobacco Board Act of 1975, regulates the cultivation, marketing, and export of tobacco in India. It operates auction platforms in Andhra Pradesh and Karnataka, where the bulk of the country's tobacco crop is grown. The Growers' Welfare Scheme is a key initiative designed to support registered tobacco farmers and their families during times of financial distress. By revising the loan limits and death grants, the Board aims to make the scheme more effective and responsive to the rising costs of medical care and education.

These changes come at a time when tobacco farming faces multiple challenges, including fluctuating market prices and regulatory pressures. The enhanced welfare measures are expected to provide some relief to growers, ensuring that their basic expenses are covered without the burden of interest payments. However, experts caution that the fee increase may add to the financial obligations of small and marginal farmers, who constitute a significant portion of the registered members. The Board has assured that the revised fee structure will be used to expand the reach and benefits of the welfare scheme.
