TN designates Cyber Crime Wing as State Coordination Centre

The Tamil Nadu government has officially designated the Cyber Crime Wing Headquarters as the Tamil Nadu State Cyber Crime Coordination Centre (TN-S4C) to ensure effective coordination between Union and State law enforcement agencies. The move is aimed at providing swift assistance to victims of cyber crime and streamlining responses across jurisdictions.

The decision follows a Supreme Court order dated December 1 last year, issued in a suo motu writ petition, which directed the Union government and all States and Union Territories to establish and operationalise a mechanism for effective coordination on matters related to 'Digital Arrest'. In compliance, the Union Ministry of Home Affairs subsequently directed States to set up dedicated centres as nodal agencies for the prevention, detection, and investigation of cyber crimes, as well as for providing prosecution support and a coordinated response.

It may be recalled that the State Cyber Crime Investigation Centre, located at the Cyber Crime Wing Headquarters, had already been declared a police station with jurisdiction over the entire State of Tamil Nadu. The new designation builds on this existing framework.

Director-General of Police (DGP) and Head of Police Force Mahesh Kumar Aggarwal had earlier requested the government to notify the existing specialised division as TN-S4C at Chennai, thereby achieving complete alignment with national frameworks. Acting on this request, the State government issued an order designating the Cyber Crime Wing, in addition to its existing functions as a police station, as the TN-S4C at Chennai.

The centre is located at the Cyber Crime Wing Administrative Building, Police Training College Complex, Ashok Nagar. As per the government order, it shall function as the State nodal agency for cyber crime coordination. Its responsibilities include facilitating inter-agency cooperation, intelligence sharing, capacity building, cyber forensic support, and other measures for the effective enforcement of cyber laws.

The centre will operate under the immediate administrative control of the Additional Director-General of Police, Cyber Crime Wing. This institutional arrangement is expected to enhance the state's ability to tackle the growing challenge of cyber crime, including cases of digital arrest fraud, where victims are coerced into paying money under false pretences of law enforcement action.

By aligning with the national framework, Tamil Nadu becomes part of a broader effort to create a unified response mechanism across the country. The establishment of TN-S4C is seen as a significant step toward faster and more efficient handling of cyber crime complaints, ensuring that victims receive timely help and that investigations are conducted with greater coordination.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
