Thotlakonda Heritage Site Off-Limits for Visitors During BRICS Visit on Aug 22

Visitors will not be allowed entry to the ancient Buddhist heritage site of Thotlakonda on the morning of August 22, from sunrise until noon, to facilitate a scheduled visit by a delegation from BRICS countries. The temporary restriction, announced by the Visakhapatnam Metropolitan Region Development Authority (VMRDA), is part of the administrative and security protocol for the international guests.

Thotlakonda, a Buddhist complex located atop a hill about 15 km from Visakhapatnam, is a significant archaeological and tourist attraction. The site dates back to the 2nd century BCE and contains stupas, chaityas, viharas, and a variety of relics that draw historians, pilgrims, and travellers alike. It is managed and maintained by the VMRDA, which has been promoting it as a key heritage tourism destination in the region.

According to a release issued by VMRDA Secretary Murali Krishna, the temporary closure will be in effect from morning until noon on August 22, specifically to accommodate the BRICS delegation's tour of prominent landmarks in the area. The delegation's visit is part of scheduled diplomatic engagements being held in the Visakhapatnam region. The restriction applies only to the designated period, and regular public access will resume on Saturday afternoon immediately after the official visit concludes.

The BRICS grouping comprises Brazil, Russia, India, China, and South Africa, representing some of the world's leading emerging economies. Meetings and cultural exchanges among BRICS nations are common, and delegates often visit historically and culturally important sites during their stay. The visit to Thotlakonda is expected to showcase the region's Buddhist heritage and its historical connections to ancient maritime trade routes.

The VMRDA has urged citizens, tourists, and local visitors to take note of the temporary schedule adjustment and to cooperate with security and administrative personnel stationed at the site. The authority has also advised planning visits either before the restriction begins or after the official programme concludes. Additional announcements may be made if there are any changes to the schedule.

Thotlakonda, named after the nearby Thotla Konda hill, was discovered in 1976 during an aerial survey. Excavations have revealed the remains of a thriving Buddhist monastic complex that flourished between the 2nd century BCE and the 2nd century CE. The site offers a panoramic view of the Bay of Bengal and is considered one of the most important Buddhist centres on the east coast of India. It is protected under the Andhra Pradesh Ancient and Historical Monuments and Archaeological Sites and Remains Act.

Local residents and tourism stakeholders have expressed understanding of the need for protocol arrangements during high-level visits. Many expect the delegation's visit to bring positive attention to the region's heritage and boost international tourism. The VMRDA has assured that all safety measures will be observed and that the site will be reopened promptly for regular visitors, including foreign tourists, archaeology enthusiasts, and school groups, once the official engagement is completed.

The temporary restriction on August 22 is a routine administrative measure often adopted during VIP movements and official visits to sensitive or heritage locations. Similar arrangements have been made in the past for other dignitaries visiting Thotlakonda and nearby attractions. The VMRDA has appealed to the public to treat the restriction as a short-term inconvenience and to continue exploring the many other heritage and natural sites in Visakhapatnam on that day.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
