Telangana reopens HILTP portal for industrial land conversion till October 31
The Telangana government has decided to accept applications for conversion of industrial land within and near the Outer Ring Road (ORR) under the Hyderabad Industrial Lands Transformation Policy (HILTP) for three more months, until October 31. The move comes after stakeholders and industry associations requested a longer window, citing the earlier one-month period as insufficient.
Chief Secretary Sanjay Jaju issued a government order (GO) on Friday, reopening the online portal from August 1 to October 31. Importantly, the government has agreed to apply the Stamp Ready Reckoner (SRO) rates that were in force before June 5, 2026, rather than the revised higher rates. The earlier application window, which ran from June 1 to June 30, had drawn criticism from industrial bodies for being too short.
The decision follows a meeting of the Cabinet Sub Committee on revenue mobilisation held on June 21, where representatives of industries and associations appealed for the portal to be reopened and kept operational until December 2026. They also urged the government to retain the pre-June SRO rates, noting that the revision effective June 5 had increased conversion costs significantly.
The HILTP was introduced to facilitate the conversion of industrial lands for multi-use zones, particularly in areas within and near the ORR. The Telangana Industrial Infrastructure Corporation (TGIIC) has been authorised as the nodal agency for implementation of the policy. The Chief Secretary said in the GO that all other terms and conditions stipulated in the policy and operational guidelines would remain unchanged during the extended period.
This extension is expected to benefit industrial units and landowners who had previously missed the June deadline. By keeping the old SRO rates, the government aims to ease compliance and encourage more conversions, which are seen as a measure to optimise land use around Hyderabad’s expanding urban core. The TGIIC Vice Chairman and Managing Director has been tasked with taking necessary action to operationalise the extended window.
The announcement reflects a responsive approach to stakeholder feedback, balancing the state's revenue interests with the practical concerns of industrial players. Observers note that the extended timeline could also accelerate infrastructure planning in the ORR corridor, supporting broader economic growth for the region.
