Telangana Assembly Session Day 5: Urban Governance Bill, Census BC Inclusion on Agenda
Hyderabad: The Telangana Legislative Assembly enters the fifth day of its monsoon session on Friday, September 11, 2026, with a mix of legislative business and question hour items listed for the day.
The principal legislative item is the Core Urban Region (Integrated Governance) Bill, 2026, which Chief Minister A. Revanth Reddy is scheduled to move for leave to introduce. 'Leave to introduce' is the first formal step in the law-making process, allowing the House to decide whether a Bill should be taken up at all. The Bill's full contents and scope will become clear only after it is introduced and its statement of objects and reasons, along with its detailed provisions, are placed before members.
Legislative proposals in Telangana generally require passage by both the Assembly and the Legislative Council before being sent to the Governor for assent, except in cases such as money bills, which are dealt with by the Assembly alone. Until that sequence is completed, a Bill has no force of law.
The House is also scheduled to hold a short discussion on a request for the inclusion of Backward Classes and Other Backward Classes in the second phase questionnaire of Census-2027. The census is conducted by the Union government, and the design of the questionnaire and the questions asked are finalised by the Centre through the Registrar General of India. State legislatures can debate the issue and pass resolutions recommending changes, but they do not have the authority to alter the questionnaire themselves. Caste enumeration has been the subject of a long-standing public and political debate, and several States have passed resolutions seeking its inclusion.
Several subjects are listed for questions during the day. These include pending scholarships and fee reimbursement arrears; measures taken for the empowerment of persons with disabilities; milk production in the State; and investments and employment generation through the Telangana Rising Summit.
When the House met earlier in the session, members discussed a range of matters, including health insurance for Telangana government employees and pesticide usage in vegetable cultivation. The Assembly's business is drawn up in advance, and items may be added, deferred or taken up in a different order depending on the time available and the Speaker's directions.
In the Legislative Council, a question on the installation of smart meters for agricultural motors is listed. Smart metering for farm connections has drawn attention from farmers' groups, who have raised questions about billing, the reliability of supply and operational costs. The subject is tied to the wider debate on electricity subsidies for agriculture.
The day's proceedings will also take place against the backdrop of the suspension of more than 20 members of the Bharat Rashtra Samithi (BRS) from the Assembly for the remainder of the monsoon session, following disruptions reported earlier in the session. The suspension reduces the number of Opposition members available to participate in debates and question hour, which will shape how extensively the listed items can be discussed.
