Tamil Nadu's maiden TVK budget balances welfare, fiscal prudence; omits key poll promises
The debut Budget of the Tamilaga Vettri Kazhagam (TVK)-led coalition government in Tamil Nadu, presented by Finance Minister N. Marie Wilson on Wednesday, sought to walk the tightrope between welfare commitments and fiscal discipline. Focus areas include women's empowerment, youth skill development, student welfare, and rural infrastructure.
While the Budget incorporated several schemes from the TVK's election manifesto, prominent assurances were notably absent. These include the promised ₹2,500 monthly assistance for eligible women heads of families, six free LPG cylinders per family annually, and free travel for women on government buses. The omission is likely to draw attention given the party's emphatic electoral mandate.
Presenting the Budget for 2026-27, Mr. Wilson detailed the state's fiscal position. Outstanding debt is estimated at ₹10.98 lakh crore in the Revised Budget Estimates, with a debt-to-GSDP ratio of 27.01%. The government plans to borrow ₹1,73,445 crore during the current financial year while repaying ₹51,971 crore.
On the revenue front, the state's Own Tax Revenue is projected to grow by 9.78%. Commercial taxes remain the largest contributor at 68.9%, followed by Stamps and Registration at 15.5% and State Excise at 6.2%.
Among welfare measures, the 'Singappengal Valimaippaduthum Thittam' aims to promote women's entrepreneurship. Another scheme, 'Annan's Seer', will provide eligible brides with an eight-gram gold coin and a silk saree, for which ₹812 crore has been earmarked.
In employment generation, the 'Vetri 150' initiative offers an additional 25 days of work to households that complete 125 days under the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin). The Budget also proposes industry-aligned skill development programmes for 12 lakh college students and one lakh unemployed youth.
Major infrastructure announcements include 'Arivagam', billed as India's first AI and Innovation City, and the establishment of the Tamil Nadu Student Housing and Infrastructure Corporation to build 200 integrated student hostels with one lakh beds. The government also plans to set up Perunthalaivar Kamarajar Schools of Excellence with residential facilities, and has declared Tirunelveli and Thoothukudi districts as a 'Space Industrial Investment Zone'.
Sector-wise, School Education received the highest allocation at ₹44,527 crore, followed by Rural Development (₹39,609 crore), Urban Development (₹38,715 crore), Health (₹23,357 crore), and Food and Cooperation (₹22,859 crore).
The Budget's balancing act reflects the new government's attempt to meet public expectations while maintaining fiscal credibility. Observers will watch how these allocations translate into implementation on the ground.
