Tamil Nadu Signs Four MoUs: Global Capability Centres and First Foreign University Campus in Chennai

The Tamil Nadu government signed four memoranda of understanding (MoUs) with leading global companies and a university on Thursday, July 30, 2026, to establish Global Capability Centres (GCCs), Research and Development (R&D) centres, a manufacturing facility, and the state's first international university campus.

Chief Minister C. Joseph Vijay oversaw the signing ceremony at the Guidance Tamil Nadu office on Anna Salai. The MoUs were signed by the state's Department of Industries, Investment Promotion and Commerce with two global companies—Chubb of Switzerland and Nordex of Germany—as well as the University of Western Australia (UWA) and South Korean auto-components manufacturer MotiveLink.

According to an official release, these investments are collectively expected to generate 2,920 direct and indirect jobs in Tamil Nadu.

Chubb will set up a Global Capability Centre in Chennai, creating 220 jobs. Nordex will establish an R&D centre in the city, with an expected employment of 1,000 people. For both companies, these are their first such centres in the state.

In the higher education sector, the University of Western Australia, a leading research institution, will establish its India campus in Chennai under the UGC (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023. The campus will be built on approximately 50,000 square feet in Velachery, with an investment of about ₹125 crore. It is expected to generate more than 200 direct and indirect jobs.

MotiveLink, a South Korean auto-components manufacturer, will set up a manufacturing facility at the SIPCOT Pillaipakkam Industrial Park in Kancheepuram district. The company will invest ₹300 crore, with the facility expected to create 1,500 jobs.

The event was attended by Minister for Industries S. Keerthana, Chief Secretary M. Sai Kumar, Additional Chief Secretary of Industries, Investment Promotion and Commerce S. Vijayakumar, and Guidance Tamil Nadu Managing Director and CEO Deepak Jacob.
