Tamil Nadu Budget: ₹300 Cr for Adi Dravidar Habitations, Land Rights, and Scholarships
Chennai: Tamil Nadu Finance Minister N. Marie Wilson on Wednesday (August 5, 2026) presented the Revised Budget for 2026-27 in the State Assembly. The budget places significant emphasis on the welfare and development of Adi Dravidar and tribal communities, with a series of new schemes and substantial allocations.
The Minister stated that the government is committed to the all-round development of these communities, which form a significant segment of the State's population. The schemes announced today are aimed at bridging gaps in essential services and creating equal opportunities.
Among the key announcements is the 'Iyothee Thass Pandithar Habitation Development Scheme', with an outlay of ₹300 crore. The scheme aims to achieve comprehensive socio-economic development in urban and rural Adi Dravidar habitations by upgrading basic infrastructure and improving living standards. It is named after the social reformer Iyothee Thass Pandithar, a pioneer in the fight against caste discrimination.
To address land ownership issues, the government will implement the 'Mannin Magal Thittam'. This scheme is designed to help Adi Dravidar and tribal women agricultural labourers become landowners. Beneficiaries will also be trained in modern agricultural technologies to adopt advanced farming practices and improve productivity. A sum of ₹20 crore has been allocated for this purpose.
Education gets a major boost with the 'Annal Ambedkar Overseas Higher Education Scholarship Scheme'. Under this, students pursuing higher education in renowned international universities will receive up to ₹36 lakh per student. This year, the scheme will benefit 362 students at a cost of ₹131 crore. The Minister described this as the highest-ever sanction under the scheme.
For economic empowerment, the 'Vetri Entrepreneur Scheme' will provide capital subsidy and interest subvention to ensure sustainable development and improve the livelihoods of Adi Dravidar and tribal people. The allocation for this scheme is ₹75 crore in the current financial year. Additionally, the 'Annal Ambedkar Business Champions Scheme' will offer loans and capital subsidy to encourage entrepreneurship among these communities, aiming for their economic development and self-sufficiency. This scheme has an allocation of ₹165 crore.
The 'Aandror Membattu Thittam' is another initiative focused on improving basic amenities in tribal habitations. It will cover houses, roads, drinking water, streetlights, livelihood schemes, health infrastructure, education-related scholarship schemes, and school and hostel improvements. The total cost of this scheme is ₹250 crore.
The budget also makes provisions under the Special Component Plan for Adi Dravidars, allocating ₹25,225 crore, and the Tribal Sub-Plan, with ₹2,079 crore for tribal welfare. The Social Justice Department has been allocated ₹3,937 crore, reflecting the government's commitment to social equity.
These schemes are part of the state's broader strategy to uplift historically marginalised communities. The focus on infrastructure, education, land ownership, and entrepreneurship is intended to create lasting socio-economic change. The revised budget signals a clear direction towards inclusive development, ensuring that the benefits of growth reach all sections of society.
