Supreme Court Urges Innovative Thinking to Curb Recurring Exam Paper Leaks

The Supreme Court of India on Friday stressed the need for 'out-of-the-box thinking' to address the persistent issue of examination paper leaks, particularly in high-stakes medical entrance tests. Hearing a petition related to the NEET-UG paper leak, the court observed that the current system suffers from ad hocism and requires institutionalisation to prevent future breaches.

A bench of Justices Vikram Nath and P.B. Pardiwala noted that while a high-powered committee for education reform has been formed, more concrete steps are needed. The court remarked that the government must examine additional safeguards for online examinations, which have become vulnerable to leaks and malpractice.

The NEET-UG 2024 paper leak, which allegedly occurred in Bihar and Gujarat, led to widespread protests and demands for a re-examination. The Central Bureau of Investigation (CBI) is currently investigating the case, which involves several accused, including middlemen and students. The Supreme Court sought a status report from the CBI and will hear the matter again on August 3.

Earlier, the court had expressed concern over the lack of a uniform policy for conducting entrance exams. It pointed out that the multiplicity of examining bodies and the absence of a centralised monitoring mechanism create loopholes. The court suggested that a permanent expert body could be tasked with designing a secure, tamper-proof examination system.

During the hearing, Solicitor General Tushar Mehta, appearing for the Union government, informed the court that the Centre is considering setting up a national testing authority to oversee all major entrance exams. The bench welcomed the proposal but emphasised the need for swift action. 'Ad hocism cannot continue. There must be a robust institutional framework,' the court noted.

The Supreme Court also observed that the problem requires a multi-pronged approach, including better coordination between state and central agencies, use of advanced technology, and severe penalties for offenders. The court said that the government should not hesitate to adopt measures like artificial intelligence-based surveillance during exams and biometric verification of candidates.

The NEET paper leak is the latest in a series of examination irregularities in India. Previous cases include leaks of the Class 10 and 12 board exams in some states and the CTET exam. Experts have blamed the lack of standardisation and opaque processes. The Supreme Court's call for 'out-of-box thinking' reflects the need to move beyond traditional methods and adopt a more comprehensive reform agenda.

The court's intervention is seen as a crucial step towards restoring the credibility of the examination system. The next hearing on August 3 is expected to provide further clarity on the government's plans to address the issue.
