Sujata Karthikeyan Joins BJD; Patnaik Asserts He Will Lead in Next Election

Former IAS officer Sujata Rout Karthikeyan, wife of bureaucrat-turned-politician V K Pandian, officially joined the Biju Janata Dal (BJD) on Thursday. The move is widely seen as part of party president and former Chief Minister Naveen Patnaik's strategy to address challenges such as defections of grassroots leaders to the BJP and internal dissent.

Amid reports of unhappiness among some senior leaders over Karthikeyan's entry, Patnaik moved to reassure them. "I would like to repeat that I will be leading the BJD in the next election. I want to make that very clear," Patnaik said, adding that Karthikeyan would work as a "simple member" of the party.

Throughout his political career, Patnaik has relied on trusted former bureaucrats as lieutenants. Pyarimohan Mohapatra held that role until his expulsion in 2012. In recent years, V K Pandian, Patnaik's former private secretary, emerged as his closest aide, running the party ahead of the 2024 elections. After the BJD's poor showing, Pandian was blamed and subsequently quit active politics, though he continues to advise Patnaik.

"With the BJD out of power and Patnaik advancing in age, it's not possible for him to run the party alone. Among current leaders, no one enjoys his trust to be second in command. To save the party from further damage, Patnaik has to shape a succession plan," a BJD leader said on condition of anonymity.

Karthikeyan's induction had been anticipated but was delayed due to expected pushback from senior leaders opposed to Pandian. BJD insiders said the decision was finalised during Patnaik's visit to Delhi earlier this month, where he consulted his elder brother Prem Patnaik and other associates. A party leader revealed that Patnaik wanted to bring Karthikeyan into the party even before Pandian.

Sujata Karthikeyan, 51, was one of the most influential bureaucrats during the BJD's tenure. She is best known for spearheading Mission Shakti, the government's flagship women's empowerment programme. After the BJD lost power in 2024, she followed her husband in opting for voluntary retirement in March 2025. Pandian had resigned from the bureaucracy in October 2023 and joined the BJD a month later to lead its election campaign.

Karthikeyan holds a Bachelor's degree in political science from Lady Shri Ram College, Delhi, and a Master's in international politics from Jawaharlal Nehru University. She received the Asok Bomabwale Prize as the best officer trainee during her IAS training, where she met Pandian. Though Pandian was initially allotted the Punjab cadre, he moved to Odisha due to his marriage. The couple has two children.

In her early career as Collector of Sundargarh, a tribal-dominated district affected by left-wing extremism, she increased school attendance by introducing eggs in mid-day meals twice a week. Her administrative work was widely appreciated.
