Rajnath Singh's Sri Lanka visit to review defence cooperation, maritime security
Defence Minister Rajnath Singh is scheduled to visit Sri Lanka on September 9 and 10 for talks aimed at strengthening bilateral defence cooperation. Maritime security in the Indian Ocean Region is expected to be a key focus of the discussions.
According to sources in the Ministry of Defence, Mr. Singh is expected to meet Sri Lankan President and Defence Minister Anura Kumara Dissanayake, Prime Minister Harini Amarasuriya, and Secretary to the Ministry of Defence, Air Vice Marshal (Retd.) Sampath Thuyacontha. These meetings are part of an ongoing high-level dialogue between the two neighbouring countries.
The discussions are expected to include a review of the full and timely implementation of the India-Sri Lanka Defence Cooperation Memorandum of Understanding (MoU) signed during Prime Minister Narendra Modi's visit to Colombo on April 5, 2025. This MoU is a significant milestone in the defence relationship between the two nations.
The five-year agreement is the first-ever umbrella MoU on defence cooperation between India and Sri Lanka. It provides a structured framework for bilateral military engagement while addressing shared security concerns in the Indian Ocean. The pact covers a range of areas, including enhancing joint military exercises, capacity building, humanitarian assistance and disaster relief cooperation, and increasing port calls by naval vessels of both countries. It also provides for exploring opportunities for cooperation in the defence industry.
The agreement is valid for five years and allows either side to terminate it with three months' prior notice. It can be extended for a further three years by mutual consent, reflecting the long-term commitment of both countries to strengthen their defence ties.
The defence MoU was among seven bilateral documents exchanged during Mr. Modi's visit to Sri Lanka in April 2025. That visit, his fourth to the island nation since 2014, was the first by an Indian Prime Minister after Mr. Dissanayake assumed office in September 2024. The exchange of documents underscored the expanding partnership between the two countries.
In addition to the defence MoU, India and Sri Lanka signed agreements on health, mass media, energy, and connectivity. They also concluded bilateral amendatory agreements on debt restructuring, providing financial relief to Sri Lanka during its ongoing economic recovery.
The upcoming visit by Mr. Singh assumes significance amid India's emphasis on maritime security and closer defence partnerships with Indian Ocean littoral states. It is expected to provide an opportunity to deepen military-to-military engagement and strengthen coordination on shared regional security concerns. The Indian Ocean Region is a vital waterway for global commerce, and both governments have expressed a commitment to ensuring its stability.
The visit also highlights the broader trajectory of India-Sri Lanka relations, which have seen considerable engagement across multiple sectors over the past year. The talks are likely to set the stage for further cooperation in the defence domain, building on the framework established by the MoU.
