Punjab Assembly Urges Centre to Suspend E20 Fuel Rollout Citing Vehicle Damage
Chandigarh: The Punjab Assembly on Tuesday (August 4, 2026) passed a resolution urging the Union government to review and suspend the mandatory rollout of E20 ethanol-blended petrol until all consumer and technical concerns are addressed. The resolution was moved by Finance Minister Harpal Singh Cheema during the Monsoon session of the Assembly.
The E20 policy mandates that petrol sold in the country must contain 20% ethanol, with the deadline advanced to April 2026 from an earlier target of 2030. While the Union government has argued that ethanol blending will reduce crude oil imports and vehicular emissions, the Punjab resolution expresses concerns about the preparedness of vehicles and the impact on consumers.
Incidentally, the resolution was passed on the same day that Aam Aadmi Party (AAP) national convenor Arvind Kejriwal led a march towards the Prime Minister's residence in New Delhi with over 2.3 lakh petitions against E20 petrol. The march was stopped by Delhi Police, after which Mr. Kejriwal staged a sit-in at Firoz Shah Road as part of the agitation against the blended fuel policy.
Moving the resolution, Mr. Cheema questioned the early implementation. He claimed that the US produces 60% of the world's ethanol while India produces only 5%, and accused the BJP-led central government of "surrendering" to the United States at the cost of Indian consumers and vehicle owners. These remarks, however, were not part of the official resolution text.
The resolution stated that while reducing crude oil imports, enhancing energy security, and promoting cleaner fuels are important national priorities, policies must be "transparent, scientifically validated and sensitive to the concerns of citizens and state governments." It noted that compulsory use of E20 raises concerns about engine compatibility, accelerated wear and tear of fuel components, reduced fuel efficiency, increased maintenance costs, warranty disputes, and lowered resale value.
The House also expressed worry that increased operating and transportation costs would raise the cost of cultivation and movement of essential commodities, adding to the financial burden of citizens. It urged the Union government to suspend the compulsory rollout for vehicles not originally designed or certified for E20 fuel until a comprehensive assessment is done.
The resolution further demanded that consumers be given an option between ethanol-free petrol and E20 petrol, and that no owner of a vehicle not certified for E20 should be compelled to use it. It also proposed the constitution of an independent committee comprising automobile engineers, petroleum experts, environmental scientists, consumer organisations and state government representatives to study the impact and make findings public.
In his speech, Mr. Cheema referred to "damage" caused by E20 fuel to vehicles, stating that repairing such a car costs between ₹25,000 and ₹50,000. He warned that delivery workers and small business owners could lose livelihoods if their vehicles break down frequently. He also claimed that Union Minister for Road Transport Nitin Gadkari had admitted in Parliament to a 6% drop in fuel mileage, adding that actual efficiency losses were higher.
The resolution is advisory in nature, as fuel blending norms are under the jurisdiction of the Union government. It remains to be seen whether the Centre will consider the request. The Government of India has maintained that automakers have been given adequate time to produce E20-compliant vehicles.
