Press clubs adopt Hyderabad Declaration to shield journalists' rights

The Federation of Press Clubs has adopted a comprehensive resolution to safeguard journalists' rights and strengthen press freedom in India. The Hyderabad Declaration, released at the conclusion of a two-day National Media Conclave organised by the Press Club Hyderabad on Sunday, outlines a series of measures aimed at supporting journalists facing legal threats and financial distress while pursuing legitimate journalism.

A key component of the declaration is the facilitation of legal aid for journalists who encounter persecution from the State, corporate interests, or non-State entities. The federation said it would step in to provide timely legal support to journalists and media professionals who face legal action or harassment while carrying out their professional duties. This initiative is seen as a response to the growing number of cases where journalists are subjected to legal pressure for their reportage.

The federation also announced plans to offer reporting fellowships to journalists working on important but underfunded subjects. These fellowships are intended to support in-depth journalism on issues that often remain unexplored due to resource constraints. By funding such reporting, the federation aims to encourage investigative and public-interest journalism across the country.

In addition, the federation resolved to intervene legally against legislation that adversely affects press freedom and freedom of expression. It will monitor proposed laws and regulations that could curb the independence of the media and will challenge them through appropriate legal avenues. The move underscores the federation's commitment to upholding constitutional guarantees, particularly Article 19(1)(a) of the Indian Constitution, which protects the right to freedom of speech and expression.

The declaration stressed the need for coordination among press clubs across the country to advance journalism and create a common platform for collective action. The federation said it would work closely with its member clubs to address shared challenges and to promote the unhindered practice of journalism. Safety and security of journalists and other mediapersons were identified as key priorities, with the federation proposing timely assistance for those facing physical, mental, or employment-related concerns. This includes support during medical emergencies and periods of financial hardship.

Recognising the need to promote a better understanding of the media among the public, the federation proposed developing curricula for media literacy courses. It intends to collaborate with reputed State and non-State organisations to offer these courses to students at appropriate educational levels. The goal is to equip citizens with the skills to critically evaluate information and understand the role of a free press in a democratic society.

The Hyderabad Declaration also reaffirmed the federation's commitment to promoting ethical journalism and professional standards. It resolved to work with national and international organisations involved in protecting press freedom and journalists' rights. By building alliances with such bodies, the federation hopes to strengthen the collective voice of journalists in India and ensure that their rights are recognised and respected.

The conclave, which brought together representatives from press clubs across the country, concluded with a unanimous adoption of the declaration. The federation's decisions are expected to have far-reaching implications for the practice of journalism in India, particularly at a time when press freedom faces multiple challenges. The implementation of these measures will be closely watched by media professionals and civil society alike.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
