PM Modi's 'Sapta Dhara': Seven new streams of strength to drive Viksit Bharat by 2047
Prime Minister Narendra Modi on Saturday (August 15, 2026) outlined a seven-point reform framework, 'Sapta Dhara', from the ramparts of the Red Fort on the occasion of the 80th Independence Day. The framework is aimed at accelerating India's journey towards becoming a developed nation by 2047, with emphasis on manufacturing, agro-food production and food processing, technology and innovation, logistics, defence, green and blue economy, and soft power.
Addressing the nation, Mr. Modi recalled the era when India's strength was known through the 'Sapta Sindhu' (seven rivers) and said the country now needs new streams of strength to build a developed India. "Now, to build a developed India, we need a new stream," he said. "Today, from the ramparts of the Red Fort, I invoke the seven streams of power before the nation."
He expressed confidence that over the next five to seven years, these streams would give the country new heights, momentum, and the capacity to achieve new goals. The Prime Minister also emphasised the role of the nation's youth in this endeavour, stating that their full potential would be utilised in nation-building.
The first stream, manufacturing, was highlighted as a key priority. Mr. Modi stressed the need to develop a complete value chain, from design to manufacturing, and establish India as a trusted global supply chain partner. "We must rise to global standards of cost, quality and scale," he said. He urged manufacturers, entrepreneurs, and MSMEs to ensure that their products and packaging are competitive and user-friendly, while maintaining uncompromised quality.
The second stream is agriculture and food processing. The Prime Minister pointed out that world markets are now open for Indian farmers due to free trade agreements (FTAs), and they must move from the farm to the export market. He said traditional cuisine, millets, spices, fruits, flowers, and chemical-free agricultural produce could become global brands if they meet international parameters.
Technology and innovation constitute the third stream. Mr. Modi said India must become an innovation hub as emerging technologies such as artificial intelligence, quantum technology, space, robotics, and data centres create new opportunities. Highlighting India's success in UPI and digital public infrastructure, he called for taking Indian digital public technologies to every corner of the world. He also set a goal for India to lead in next-generation communication technology, with Made in India 6G reaching every part of the country.
The fourth stream is Gati Shakti, focusing on logistics and connectivity. The Prime Minister stressed the need for seamless and high-speed connectivity, including high-speed rail between cities. He also called for port-led development, stating that ports should become engines of growth rather than merely places for loading and unloading goods.
Defence power is the fifth stream. Mr. Modi emphasised self-reliance in the defence sector and the need for India to emerge as a global supplier of next-generation defence technologies. "When the world is thinking about itself, India cannot remain merely a market for the world," he said. "We have to become global suppliers. We have to take leadership in hypersonic defence technologies." He also mentioned the development of drones as part of this effort.
The sixth stream, green and blue economy, focuses on sustainable development, clean energy, and the sustainable use of ocean resources. The seventh stream, soft power, involves leveraging India's culture, heritage, and global influence to enhance its standing worldwide. The Prime Minister's address highlighted these areas as integral to the vision of a developed India.
The 'Sapta Dhara' framework is seen as a comprehensive blueprint to guide policy and governance in the coming years, aligning with the government's goal of 'Viksit Bharat' by 2047.
