Pilots' body asks DGCA to raise random drug tests from 10% to 25% annually

New Delhi: The Federation of Indian Pilots (FIP) has urged the Directorate General of Civil Aviation (DGCA) to increase the mandatory random drug testing of pilots from the current 10 per cent to at least 25 per cent annually. In a communication to DGCA chief Vir Vikram Yadav, FIP president Captain C S Randhawa argued that the existing testing percentage is outdated and does not reflect the current scale and intensity of aviation operations in India.

The DGCA currently requires airlines and other operators to subject at least 10 per cent of their pilots to psychoactive substance tests every year. The FIP has now proposed that this benchmark be raised to 25 per cent, citing substantial growth in fleet size, pilot population and operational complexity. The pilots' body maintains that a minimum percentage fixed years ago cannot remain static in a rapidly evolving aviation environment.

Along with the demand for more frequent testing, the FIP has recommended the establishment of a comprehensive “psychoactive-substance and medication awareness programme” for all stakeholders. The objective is to ensure that every pilot understands how certain prescription medicines, over-the-counter drugs, herbal preparations, supplements and common household products can affect alertness, performance or produce a positive finding in drug or alcohol tests.

The FIP has identified several categories of medicines that may impact flight safety. These include cough and cold preparations that may contain alcohol or sedating antihistamines, anti-allergy medicines that can cause significant drowsiness, sleep and anxiety medications, strong pain relievers, certain psychiatric or neurological drugs, and alcohol-containing medicines. The federation has also flagged herbal and traditional remedies as potential sources of substances that could impair a pilot's fitness for duty.

To mitigate these risks, the FIP has proposed a simple “check before you take” principle for pilots. It advises that no pilot should start a new medication without verifying its potential effects on alertness and cognitive function. The federation says this is not only about avoiding disciplinary action but about guaranteeing the safety of passengers and crew.

In its communication to the DGCA, the FIP stressed that random testing must be genuinely unpredictable. The objective, it said, should not merely be to meet an annual numerical target, but to create a testing regime in which the possibility of selection remains credible throughout the year. This, according to the pilots' body, would provide meaningful deterrence and continuous safety assurance.

The FIP has also drawn attention to the limitations of the existing urine-testing system, particularly the delay in obtaining results. It has therefore asked the DGCA to consider validated oral-fluid testing as a complementary method alongside urine analysis. Oral-fluid testing is less invasive and can provide quicker results, which could enhance the effectiveness of the programme.

The DGCA has not yet issued a formal response to the FIP's recommendations. Aviation safety experts say the proposal could lead to a review of existing rules, especially in light of growing global attention to pilot health and substance testing. The FIP's appeal comes at a time when the Indian aviation sector is expanding rapidly, and regulators are under pressure to update safety protocols to match international standards.

While the exact timeline for a decision remains unclear, the pilots' demand has opened a conversation about the adequacy of current safety checks. The DGCA's response will be closely watched by the aviation industry and by passengers alike, as it could set a precedent for how crew fitness is monitored in the future.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
