Pawar's NCP MPs to Meet PM on Women's Quota; Congress Urges Delinking from Delimitation

In a significant political development, Members of Parliament belonging to Nationalist Congress Party (NCP) chief Sharad Pawar are scheduled to meet Prime Minister Narendra Modi to discuss the implementation of the Women's Reservation Act. The meeting comes amid growing demands from opposition parties to ensure that the reservation for women in legislatures is not delayed by its linkage with the delimitation exercise.

The Congress party has reportedly advised the NCP delegation to press upon the Prime Minister the need to delink the women's quota from the delimitation process. Sources indicate that Congress leaders have suggested that the implementation of the 33 per cent reservation for women should not be contingent on the completion of delimitation, which is expected to take several years.

The Women's Reservation Act, passed in 2023, provides for one-third reservation for women in the Lok Sabha and state legislative assemblies. However, the Act clearly states that the reservation shall come into effect after the delimitation exercise is undertaken. Delimitation, which involves redrawing of constituency boundaries, is scheduled to be carried out after the first census conducted after the Act's commencement. The next census has been delayed, leading to uncertainty over the timeline for actual implementation of the quota.

Political analysts say the issue has become a point of contention between the ruling Bharatiya Janata Party (BJP) and opposition parties. While the BJP has maintained that the constitutional process must be followed, several opposition parties, including the Congress, have been demanding that the government bring an amendment to ensure early implementation of the reservation without waiting for delimitation.

Sharad Pawar, who has been a key figure in opposition unity efforts, is known for his pragmatic approach. His party, the NCP, which is currently part of the Maha Vikas Aghadi government in Maharashtra, has often maintained a distinct stance on national issues. The meeting with the Prime Minister is being viewed as an attempt to build consensus or at least convey the opposition's concerns directly to the government.

Congress leaders have emphasized that the delinking of women's reservation from delimitation is crucial for social justice. They argue that any further delay would betray the promise made to the women of India. The party has also questioned the timing of the census and delimitation, suggesting that the government is deliberately postponing the exercise for electoral gains.

On the other hand, the BJP has defended the existing constitutional arrangement, stating that the provision for delimitation ensures proper representation and fairness. Party leaders have said that the government is committed to empowering women and that the legal process must be respected.

The meeting between the NCP MPs and PM Modi is expected to take place in the coming days. While it is unclear whether the Prime Minister will accede to the demand, the dialogue is being closely watched. Political observers believe that the outcome could influence the stance of other parties, especially as the country gears up for the next general elections.

The issue also highlights the complex interplay between caste, gender, and electoral politics in India. Women's reservation has been a longstanding demand, with bills pending in Parliament for decades. The 2023 Act was hailed as a historic step, but its implementation has remained mired in procedural delays.
