Parliament Session: Anti-Paper Leak Bill in Rajya Sabha, Opposition Presses Temple Donation Probe

The Rajya Sabha is set to take up the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, for consideration and passage on Thursday, July 30, 2026. The bill was passed by a voice vote in the Lok Sabha on Wednesday during the ongoing Monsoon Session of Parliament.

Simultaneously, the Lok Sabha is scheduled to discuss the Supreme Court (Number of Judges) Amendment Bill, 2026, which proposes an increase in the number of judges in the apex court.

Meanwhile, the Opposition has demanded a parliamentary discussion on the alleged embezzlement of donations at the Ayodhya Ram temple. Congress Rajya Sabha MP Randeep Singh Surjewala submitted a formal notice under Rule 267, seeking suspension of listed business to discuss what he termed a temple donation 'scam'. Under Rule 267, the House can take up a matter without prior notice if the Chair permits.

Senior Opposition leaders said that the INDIA bloc has reached a consensus to raise the issue in the Lok Sabha from Thursday and in the Rajya Sabha after the anti-paper leak bill is cleared. The Samajwadi Party (SP), which has been consistently raising the matter in Opposition meetings, staged a protest in the Parliament House complex on Wednesday, July 29, 2026.

The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, aims to curb malpractices in public examinations, including the use of unfair means and organised cheating. The Supreme Court (Number of Judges) Amendment Bill, 2026, seeks to increase the strength of judges in the Supreme Court, a move aimed at reducing pendency of cases.

The developments come amid other parliamentary proceedings, including discussions on various legislative and policy matters. The Monsoon Session, which began on July 21, is scheduled to conclude on August 13, 2026.
