Parliament Monsoon Session Day 2: Opposition Seeks Debate on NEET Leak, CJP Protests

The Monsoon Session of Parliament resumed on Tuesday for its second day, with both Houses convening amid expectations of a heated exchange between the Treasury and Opposition benches. Opposition parties are pressing for discussions on the NEET-UG paper leak, the recent crackdown on journalists and activists under the CJP (Commutation of Jail Period) policy, and alleged misappropriation of donations linked to the Ayodhya Ram Mandir Trust.

Proceedings in the Lok Sabha and Rajya Sabha began with Question Hour, followed by the laying of papers by various ministries. In the Lok Sabha, the Secretary-General is scheduled to table nine Bills that were passed during the previous session and have since received Presidential assent. These Bills cover a range of subjects, including amendments to existing laws and new legislative proposals.

The government has listed five new Bills for consideration during the session. Among them are the Registration of Births and Deaths Amendment Bill, which seeks to tighten registration norms; the Supreme Court (Number of Judges) Amendment Bill, 2026, listed for passing on Tuesday; and the Income-Tax (Amendment) Bill, 2026, aimed at deepening the sovereign debt market and attracting stable foreign capital. Other proposed legislation includes the Prevention of Insults to National Honour (Amendment) Bill, 2026, and a Bill to amend the Micro, Small and Medium Enterprises Development Act, 2006, to improve ease of doing business. The Foreign Contribution (Regulation) Amendment Bill, introduced earlier, is also on the agenda.

Ministers are expected to lay several statutory notifications, annual reports, and government reviews, including quality control orders, amendments to fertiliser and Delhi Police recruitment rules, and the Citizenship (Amendment) Rules, 2026.

The Opposition's demand for a debate on the CJP crackdown and the NEET paper leak has set the stage for a potential face-off. The Treasury benches are expected to defend the government's actions, while the Opposition seeks accountability. Both sides have indicated they will use parliamentary procedures to press their points.
