Parliament Deadlock: Congress Says Shah Must Address Police Action, Modi on Trust Donation Issue

The Congress party on Saturday (August 8, 2026) accused the government of causing a 15-day parliamentary deadlock, demanding that Union Home Minister Amit Shah make a statement on police action against student protesters and that Prime Minister Narendra Modi address allegations of misappropriated donations for a temple trust.

In a post on X, Congress General Secretary Jairam Ramesh alleged that Mr. Shah has been avoiding a confrontation with Members of Parliament by not responding to questions on the police action against students during a July 20 protest march. The march, organised by the Cockroach Janta Party (CJP) under its 'Sansad Chalo' campaign, turned violent after clashes erupted between police and demonstrators.

Mr. Ramesh claimed that the Home Minister spends long hours in his office but refuses to face the Lok Sabha and Rajya Sabha to explain the Delhi Police's handling of protests related to the NEET paper leak. These actions, he said, are directly under Mr. Shah's charge and control. He described the minister's continued absence from Parliament as 'unprecedented'.

The Congress leader also targeted Prime Minister Modi over what he called the 'Chanda Chori Aastha Dhoka' (donation theft and breach of faith) involving a trust whose creation Mr. Modi had announced on the floor of the Lok Sabha on February 5, 2020. Mr. Ramesh asserted that the trust, which Mr. Modi had 'hand-picked', has betrayed the trust of all Indians and that the Prime Minister cannot remain silent on the matter.

Since the Monsoon Session began on July 20, Congress and other Opposition parties have stalled proceedings in both Houses, pressing for discussions on the police action against student protesters and the alleged theft of donations collected for the Ram temple. The demand for a statement from the Home Minister and a response from the Prime Minister remains at the centre of the standoff.

With only four days remaining in the current parliamentary session, Mr. Ramesh insisted that both leaders must come forward and speak. He said, 'The Union Home Minister must first speak on police excesses. The Prime Minister must speak on the Chanda Chori Aastha Dhoka by the very Trust whose creation he had so grandly announced on the floor of the Lok Sabha.'

The Opposition's accusations come amid growing concern over the disruption of legislative business. Parliamentary records show no substantial work has been transacted in either House for three consecutive weeks.

There has been no official response from the government or the BJP as of this report. But earlier, Minister of Parliamentary Affairs Kiren Rijiju had rejected similar charges, accusing the Opposition of avoiding discussion and choosing to disrupt proceedings.
