Pakistan, Saudi Arabia, Turkey Sign Defence Pact with Mutual Protection Clause

Pakistan, Saudi Arabia and Turkey have signed a trilateral defence agreement named the "Mecca Joint Defence Agreement" during a meeting in Saudi Arabia on Friday. The pact, signed amid heightened Middle East tensions, establishes that an armed attack against any one of the three countries will be regarded as an attack against all three.

According to a statement from Pakistan's Ministry of Foreign Affairs, the agreement is designed to strengthen collective deterrence against acts of aggression and provides for the enhancement of all aspects of defence cooperation among the three states. This includes joint military exercises, training, technology transfers and intelligence sharing, as reported by Turkey's Haberturk television.

The agreement was signed by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan and Pakistan's Prime Minister Shehbaz Sharif. Sharif arrived in Saudi Arabia on Thursday for a three-day visit with a high-level delegation, including Army Chief General Asim Munir.

The pact brings together three nations with significant military and strategic assets. Saudi Arabia is a major oil producer with substantial financial resources, Pakistan is a nuclear-armed state with one of the world's largest armies, and Turkey, a NATO member, possesses the alliance's second-largest military and a rapidly growing defence industry.

The agreement comes as the Middle East witnesses a complex web of conflicts, including the war in Gaza, tensions along the Israel-Lebanon border, and confrontations between Israel and Iran. Saudi Arabia has sought to diversify its defence partnerships following repeated drone and missile attacks on its critical infrastructure and oil facilities, which have been attributed to Iran and its regional allies, including the Houthi movement in Yemen and Iraqi militias. The pact also coincides with rising tensions between Turkey and Israel over the conflict in Gaza and other regional disputes.

"As the US prioritizes its own interests and that of Israel in the region, changing dynamics and fallout from regional conflicts are prompting countries to develop new mechanisms to identify friends and foes," Nihat Ali Ozcan, a strategist with a think tank in Ankara, told Bloomberg.

This is not the first mutual defence arrangement involving Pakistan and Saudi Arabia. In September, the two nations signed a strategic defence pact with a similar mutual protection clause. The countries share deep historical ties, with an estimated 2.5 million Pakistani nationals residing and working in Saudi Arabia. The kingdom has also provided economic support to Pakistan over the years to help stabilise its economy.

The inclusion of Turkey brings a significant new dimension due to its NATO membership and active role in regional conflicts. For Pakistan, the pact reinforces its long-standing strategic relationship with Saudi Arabia while gaining a new security partner in Turkey, with which it has also had defence cooperation in recent years. The agreement reflects a shifting security landscape in the Middle East, as countries seek greater autonomy and cooperation outside traditional alliances.
