Nehru's Quest for Military Ties with China Before 1962: A Diplomatic Effort

The early 1950s were marked by the 'Hindi-Chini bhai-bhai' sentiment, reflecting cordial relations between India and China. Prime Minister Jawaharlal Nehru sought to extend this goodwill into military cooperation, though such efforts were limited and ultimately overshadowed by the border war of 1962.

China took the first step by stationing a Military Attaché in New Delhi soon after India recognised the People's Republic of China on April 1, 1950. India intended to reciprocate, but the appointment of an Indian Military Attaché in Beijing faced bureaucratic delays over whether the officer should hold the rank of Colonel or Brigadier.

The Panchsheel Agreement of 1954, which emphasised peaceful coexistence and mutual respect for territorial integrity, further symbolised the spirit of cooperation. However, no significant military alliances or joint exercises materialised.

Declassified documents from the Nehru Archives reveal that on August 11, 1953, Nehru intervened to resolve the rank dispute. He wrote that the comparison with other countries was irrelevant, emphasising the need for a 'particular type of officer' in China—someone alert, intelligent, and capable of understanding a completely different environment.

Nehru stressed that the choice of officer should prioritise suitability over rank, cautioning that a wrong choice could harm India. He noted, 'It is easy to get on well with the Chinese if we approach them in the right way. If not, then we do not get on at all with them.'

Ultimately, Brigadier R. K. Kochhar was selected for the post. The early military ties reflected an era of diplomatic optimism, contrasting sharply with the tensions that escalated later in the decade, culminating in the 1962 conflict.
