Morning Digest: Water disputes, Iran pressure, Ladakh High Court, and more

Welcome to the morning digest, bringing you the key developments from politics, policy and diplomacy that shaped the national and international discourse on Thursday, August 20, 2026.

Union Home Minister Amit Shah called for an early resolution of pending water-related issues affecting southern States, proposing a coordinated approach through joint meetings involving the Ministry of Jal Shakti, the Ministry of Home Affairs, the Inter-State Council, and the concerned States. Speaking at the 31st Southern Zonal Council meeting in Mamallapuram, Tamil Nadu, he said that while protecting one’s own State’s interests is not wrong, if it results in other States being deprived of water for years, no real interest is served. His remarks come amid long-standing disputes over river sharing among southern States.

Prime Minister Narendra Modi, chairing a high-level meeting with secretaries, called for greater engagement between government departments, universities, and the youth to integrate fresh perspectives into policymaking. He said such broader involvement can birth new and unconventional ideas. Citing the experience of the COVID-19 pandemic and the West Asia crisis, he highlighted how collective effort across departments helped address complex challenges.

In international affairs, the United States has warned its allies and China to support President Donald Trump’s new campaign to isolate the Iranian economy. U.S. Treasury Secretary Scott Bessent said Washington would “collapse this regime” in Tehran, signalling a shift from military to economic pressure as the conflict approaches its sixth month. The appeal underscores Washington’s effort to build a broad coalition behind its sanctions strategy.

On the domestic front, the Union Cabinet has decided to establish a High Court Bench in Ladakh, a move aimed at improving access to justice in the Union Territory. Home Minister Amit Shah announced the decision, reaffirming the Centre’s commitment to constitutional safeguards and the all-round development of the region. Ladakh Lieutenant Governor Vinai Kumar Saxena welcomed the “historic decision” and expressed gratitude to Prime Minister Modi and the Home Minister.

A petition has been filed in the Supreme Court of India seeking an independent, time-bound probe by the Central Bureau of Investigation (CBI) into alleged malpractices in the Jharkhand Combined Civil Services Preliminary Examination. Filed by activist Harisharan Devgan through advocate Satyam Singh Rajput, the petition argues that an independent agency should investigate rather than the State Criminal Investigation Department (CID), which is currently handling the case. The petitioner has also filed an urgent request for early listing of the matter.

Opposition parties and student organisations have accused the government of pushing the ideological imprint of the Rashtriya Swayamsevak Sangh (RSS) on school education after individuals with links to the Sangh and its affiliates were named in a National Council of Educational Research and Training (NCERT) team tasked with preparing new political science textbooks for Classes 11 and 12. The NCERT has reconstituted its 16-member textbook development team with a mandate that includes integrating “cultural rootedness”, “Indian knowledge systems”, and inclusion into the curriculum. Critics see this as a move to saffronise education, while supporters say it seeks to highlight indigenous perspectives.

The Congress party has sought postponement of the Census exercise in Manipur, citing large-scale displacement in the state. The party argued that conducting the Census under the current circumstances would lead to inaccurate data and fail to reflect the actual population, especially those displaced by ongoing ethnic violence. It has urged the government to defer the exercise until normalcy is restored.

Supreme Court Upholds Madras HC Order Striking Down Tamil Nadu Reservation Notification for Converts

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.

The reports came days after President Donald Trump announced an “energy ceasefire” and a plan to buy diesel from Russia, raising fresh questions in Kyiv about Washington’s reliability as an ally. The claims have not been independently verified.
