Meta Trial Begins Over Claims That Its Apps Harm Young Users

A federal trial begins on Tuesday in Oakland, California, where a coalition of 29 states will argue that Meta Platforms, the parent company of Facebook and Instagram, deliberately designed its social media applications to be addictive to young users and misled the public about their safety. The case is being heard by U.S. District Judge Yvonne Gonzalez Rogers, with an eight-person jury serving in an advisory capacity.

The attorneys general of Colorado, California, New Jersey, and Kentucky are leading the bipartisan group of states. Their opening statements will outline accusations that Meta used design features such as infinite scrolling, algorithmic content recommendations, and notification systems to keep children and teenagers engaged for extended periods, at the expense of their mental well-being.

The states also contend that Meta misrepresented the safety of its platforms for young users, asserting that the company knew about potential risks but did not adequately disclose them. Additionally, all 29 states have accused Meta of violating federal law by collecting and using personal data from children without proper consent, in ways that go beyond what is legally allowed.

According to court documents, the states began investigating Meta's practices following public disclosures by former Facebook employee Frances Haugen, who provided internal documents to Congress and the media in 2021. Those documents suggested that company research showed Instagram could have negative effects on some teenagers, particularly around body image and self-esteem. The lawsuit consolidates complaints from all participating states and seeks remedies under state and federal laws.

In response, Meta's attorneys are expected to emphasize the company's investments in child safety, including parental controls, age verification efforts, and content moderation. They have argued that the states have not provided concrete evidence that young users experienced harm as a direct result of Meta's design choices, and that the company's statements about safety were not misleading.

During the multi-week trial, the court is expected to hear testimony from Meta CEO Mark Zuckerberg and Instagram head Adam Mosseri. Their statements could provide insight into the company’s internal decision-making processes regarding product design and youth safety.

Legal analysts have described this as the most significant legal challenge to date involving social media and youth mental health. The case arrives amid a broader international debate about the effects of digital platforms on minors, with other countries and regulators also examining similar issues. Some jurisdictions have passed laws to protect children online, while others have introduced legislation that could impose new obligations on platforms like Facebook and Instagram.

Meta has indicated that the maximum financial penalties in this case could reach $1.4 trillion, a figure that approaches the company’s total market value of approximately $1.5 trillion. While such a sum may not ultimately be awarded, the scale of the claim underscores the stakes involved for the company.

Because the jury is only advisory, Judge Gonzalez Rogers will make the final decisions on the facts and the law. This structure allows the court to hear public input through the jury while maintaining the judge’s role as the ultimate arbiter in this complex case.

The outcome of the trial could influence not only Meta’s operations but also the broader technology industry. Depending on the ruling, the company might be required to alter certain features of its apps, implement stricter parental controls, or pay damages to the states. The decision may also serve as a reference point for future litigation and regulation concerning social media companies and their responsibilities toward younger users.

The trial is expected to last several weeks, and the judge will likely issue a written ruling after the parties present their evidence. Legal observers are watching closely, as the case could set a precedent for how courts evaluate algorithmic design and its impact on mental health.

The Supreme Court has dismissed the Tamil Nadu government's appeal and upheld a Madras High Court order quashing a State notification that extended reservation benefits to converts to Islam from communities already listed as backward. A Bench headed by Justice Prashant Kumar Mishra held that conversion alone does not make a person a member of a notified backward Muslim community, and that the notification created an 'artificial group' without the statutory social checks the law requires.
