Kerala: Vijayan's post on clerk's death, doctor's illness triggers political row

The death of a senior clerk at the Kasaragod Collectorate and the illness of a senior paediatrician at Kannur Government Medical College have taken a political turn in Kerala. Leader of Opposition Pinarayi Vijayan, in a Facebook post, linked the two incidents to alleged harassment of government employees, triggering a sharp exchange with the ruling front.

Police investigating the death of the clerk, identified as Ashalatha, have so far not found any specific incident, person, or act of harassment in her dying declaration. District Police Chief P. Nidhinraj said the declaration was recorded while she was in a critical condition. She reportedly spoke about mental difficulties at home and at her workplace but did not name any individual or cite a particular reason for her extreme step.

An FIR has been registered, and statements from her colleagues and relatives are being collected. Police said she had recently been transferred within the Collectorate from a relatively hectic assignment to a lighter workload. Both postings were within the same establishment.

The case gained political traction after Mr. Vijayan alleged in his Facebook post that “wrong decisions” by the government and organizations supporting it were “creating a frightening situation in which even government employees were losing their lives.” He linked Ashalatha's death to mental stress allegedly caused by compulsory section transfers.

Mr. Vijayan also referred to the alleged intimidation faced by a senior professor at Kannur Government Medical College. The doctor, who has been in government service since 1996, reportedly developed severe chest pain after members of a Congress-affiliated employees association confronted her over the transfer and joining of a Grade 4 employee, according to the family. The confrontation took place at her outpatient workstation while she was attending patients, and she was pressured to sign a transfer-related document. The family alleged she had no administrative authority over the transfer.

The Head of Department had already informed employees that the transfer could not be implemented immediately because university examinations were underway, and it could be considered after they concluded five days later. The doctor subsequently developed chest pain. An ECG showed changes, and an echocardiogram indicated acute stress-induced cardiomyopathy. She was admitted to the ICU on Saturday and remained under cardiac care. Though her condition improved, doctors indicated recovery could take two to four weeks. The family has not yet decided on filing a formal complaint.

In his post, Mr. Vijayan accused government-backed organizations of threatening employees who refused allegedly unlawful transfer orders and those raising voices for service rights. He alleged that “politically motivated mass transfers” had paralysed the civil service and criticised Chief Minister V.D. Satheesan.

He also defended the previous LDF government's record on employee benefits, citing the 12th Pay Revision Commission, and accused the UDF of delaying pay revision, dearness allowance arrears, earned leave surrender benefits, and assured pension. He alleged that 2,800 digital survey workers were removed without eligible salary arrears, and referred to earlier mass dismissals involving Kudumbashree, KSRTC, and PSC-appointed teachers.

The state government has not yet issued an official response to Mr. Vijayan's allegations. The police investigation into the clerk's death is ongoing, and no conclusions have been drawn. The doctor's condition is being monitored, and her family is considering legal options.
