Kerala Govt Signals Shift on Vande Mataram Recital After Opposition Uproar

Thiruvananthapuram: The Congress-led United Democratic Front (UDF) government in Kerala has indicated a change in its position on the recital of Vande Mataram at official Independence Day functions, following sharp criticism from the Opposition. A directive issued by Chief Secretary Bishwanath Sinha on August 6 instructed all government departments to ensure the song is sung in its entirety during the celebrations. However, Health Minister K. Muraleedharan told reporters on Sunday that only the first two stanzas would be sung at state government programmes.

Mr. Muraleedharan said the Chief Secretary sometimes issues circulars based on directives from the Union government. He added that the instruction was not a fresh order but followed the Centre's communication on the Har Ghar Tiranga campaign, which has been integrated with the nationwide commemoration of 150 years of Vande Mataram. Education Minister N. Samsudheen, from the Indian Union Muslim League (IUML), echoed this view. Meanwhile, Lok Bhavan, the Chief Minister's office, has reportedly denied issuing any specific direction on the matter.

The controversy began after the Chief Secretary's letter, dated August 6, 2026, stated that physical celebrations during the Har Ghar Tiranga campaign (August 9-17) should combine flag hoisting with the collective singing of Vande Mataram. It further said that instructions of the Government of India for recitation of the song would be followed in full. The letter was issued in the context of a Union Ministry of Culture communication on July 14, 2026.

Opposition parties, led by the Left Democratic Front (LDF), accused the state government of surrendering to the Rashtriya Swayamsevak Sangh (RSS) agenda. Leader of the Opposition Pinarayi Vijayan said that singing the first two stanzas was acceptable, but the full song went against the secular spirit of the Constitution. He noted that the Constituent Assembly and leaders like Jawaharlal Nehru had favoured only the first two stanzas. “The UDF government has completely surrendered itself to the RSS agenda,” he alleged.

CPI(M) State secretary M.V. Govindan said the order reinforced public perception that the UDF government was acting as an ideological proxy for the Union government. Senior CPI(M) leader T.M. Thomas Isaac said that even if states sometimes had to follow central directives, Kerala should make a mark of protest.

The Vande Mataram song has a contentious history. Its first two stanzas are widely accepted as nationalistic, while the later stanzas contain references to Hindu deities. In February 2026, the Union government made it mandatory to play or sing the full song at all official events. On July 30, Parliament passed the Prevention of Insults to National Honour (Amendment) Bill, 2026, making intentional insult to Vande Mataram a punishable offence.

The UDF government has faced previous criticism for decisions perceived as aligning with the Sangh Parivar's ideology. This latest episode adds to that narrative, though the government insists it is merely following central directives. As of now, the Chief Minister's office has not issued an official clarification or withdrawn the original circular.

The General Administration Department's earlier circular dated August 4, 2026, which outlined Independence Day preparations, did not mention any Vande Mataram recital. This has raised questions about the timing and intent of the Chief Secretary's directive. The state government's final position is expected to be clarified in the coming days.
